Current• Scope of Work: Supervisory responsibility for nine patient-centric software development and maintenance projects and programs, totaling in excess of $100M, in support of the Veterans Health Administration and the VA Office of Information and Technology, overseeing staff, requirements, schedule, budget, quality and risks. Portfolio included management of:o Strategy, Enterprise Architecture, and Planning Supporto Systems and Software Engineering in an Agile environmento Test and Evaluationo Independent Validation and Verification (IV&V)o Service-Level Agreements (SLA)o Operations and Maintenance (O&M)• Business Development and Capture Management: • Leadership Roles: Initially recruited as Sr. Project Manager, Promoted to Program Manager, then to Portfolio Manager within 4 years. Hired and supervised 8 managers to conduct day-to-day operations of portfolio projects; led 43 direct reports and a staff of 128.• Monetary Growth: Consistently exceeded financial plan. 2017 revenues for the Health IT services portfolio exceeded plan by 20.9% ($13.9M vs $11.5M); fee exceeded plan by 74% ($1.6M vs $.92M).• Fee (profit) Rate: improved from 8.2% to 18.6%, by reducing direct labor costs.• Operating Efficiencies: were made, such that by year 4 the team was able to reduce time-to-delivery by 8%, and test result turn-around times by 10%, meeting all SLAs, despite a 40% reduction in program funds.• Customer Satisfaction: Customer rated the overall management performance to be “91.3 - exceptional” in the areas of project management, technical, schedule, cost, personnel, cooperation, and; results were determined subsequent to an independent third-party evaluation.• Operations and Maintenance: Reviewed and edited plans for sustaining operations during and beyond the software development stages, and supervised ongoing O&M activities.
