About Rich Rainer

As Chief Executive Officer for the Town of Portsmouth, RI., I am responsible for all functions related to the administration of a full-service municipal organization comprised of more than 160 full time employees and strategic long-term planning for a community of 17,800 residents.Prior to my current position it was a tremendous honor and privilege to serve our country for many years. As an executive in the US Naval Forces, I was fortunate to have had what has been deemed exceptional, global, and award winning performance and can think of no greater foundation for a career in the private sector than one based upon hundreds of years of tradition and practice. As a leader with operational, strategic, and sales roles, I have been able to achieve results through solid management decision-making and performance. I have been called upon as a key strategic player for numerous forward thinking initiatives; many that were groundbreaking for the military.To win in any engagement requires a team of committed leaders. Together with the people I have worked with, we have created, developed, and implemented winning mission-critical initiatives that had global implications. To accomplish this, we had to attract, recruit, mentor, and manage productive teams and lead them through both stable and unstable environments and situations; physically and mentally. As an executive in the only for profit military operation, I had to identify and capitalize on the synergies that would create and accelerate growth through reduced product lead times, increased capacity, reduced inventory, and increased cash flow. I have made a career out of leveraging solid communication and mentoring skills to lead teams that promote internal and external business relationships and strengthened customer confidence.
