State Housing Rebuild Director - Senior Construction ManagerNc Office Of State Budget & Management Feb 2019 - Jul 2022Raleigh, North Carolina, UsAfter joining the OSBM-DR office in February 2019 as only the 4th person on the team, I was responsible for developing and managing the teams and systems that led to the repair, reconstruction or acquisition of over 850 homes damaged by hurricanes Matthew, Florence and Dorian in 21 Eastern NC counties in just over 3 years. The success of these programs is a direct result of the partnerships formed with local governments, contractors, vendors and volunteer groups. To date, these programs have funding in excess of $50M. In Summer of 2020, in the middle of the COVID-19 pandemic, the call came to open a second regional office; this time for Earthquake Recovery for 4 Western NC counties supporting the repairs of up to 600 damaged structures with $24M in funding. With a staff of 2 full time and 1 part time, that office has repaired or reconstructed over 200 homes in under 2 years. These recovery efforts will continue into the foreseeable future. In January 2022, again I was tasked with opening our newest office in Waynesville, NC to support the overwhelming flood damages from Tropical Storm Fred in 11 Western NC Counties. In the first 20 weeks, we received over 600 requests for help and currently over 25% of eligible applications are closed as completed (project finished or work fully funded). One of the greatest achievements for this program since having opened the office in January is having the first Certificate of Occupancy for a reconstructed home before Memorial Day so that family can have a place to call home again. This $44M project will continue to help families for the next 2 to 3 years. My role was overseeing and providing support to the current project team of 4 full time and 3 part time people working in 36 counties with over 450 miles between locations at which we are providing assistance while continually trying to improve and employ ever better methods and practices. -
President - Construction Manager - Senior EstimatorMid Carolina Contracting, Inc. Mar 2006 - Feb 2019In 2006, I started Mid Carolina Contracting, Inc. (MCC) as a Veteran Owned company doing kitchen and bathroom remodeling, along with a few whole house rebuilds. One field the company always seemed to be involved in is insurance and disaster restoration; everything from smaller pipe breaks to Hurricane Response and Recovery efforts across Eastern North Carolina; Hurricanes Irene, Matthew, Florence, Michael among others. After Irene, I led a team that provided emergency demolition and repairs to over 80 homes in the first 18 days. Following Hurricane Florence, our teams were among the first in Eastern NC to start the rebuild process, arriving in Pamlico County the day after the storm made landfall and as the flood waters were still rising along the Neuse River hampering further recovery efforts for many days. Over the years, I also found a niche in insurance damage estimating and repairs. To date I have written hundreds of repair estimates for not only MCC, but for other contractors that just didn't have the experience with the insurance company's systems and software. At the end, the company's focus was on construction estimating, whether it is for homeowners or other contractors that needed accurate information on the costs related to their repairs or remodeling projects. Our final projects included 2 large apartment complexes, 1 ten story condominium tower, and numerous oceanfront multi-story homes. -
