After nomination by President Barack Obama and confirmation by the United States Senate, served as a Board Member of the U.S. Chemical Safety and Hazard Investigation Board (CSB) for full five year term. In that capacity, approved major chemical disaster incident investigations and recommendations from these investigations and served as part of the agency’s leadership.In addition, thirty-eight years of experience leading state and federal public policy initiatives for chemical safety and security, including policy development, advocacy, worker and community training, engagement with professionals during investigations of chemical hazards, communication strategies, organizational coordination, collaboration, assessment, and management of non-profit organizations. Founded and directed two organizations representing diverse constituencies, the Philadelphia Area Project on Occupational Safety and Health (PHILAPOSH), the nation’s second oldest regional workplace safety and health collaboration, and the New Jersey Work Environment Council (WEC), the nation’s longest standing and most effective state labor and environmental coalition. Played central leadership roles to achieve enactment of landmark state and federal policies, including OSHA’s Hazard Communication standard and EPA’s implementation of statutory requirements to include workers and their union representatives during Risk Management Program inspections.
