Vice President and operations manager for PSI's Carolinas Group (North Carolina and South Carolina) and Metropolitan Washington, D.C., including Maryland and Virginia. Responsible charge for engineering, financial, technical and managerial aspects for all PSI service lines, including geotechnical engineering, environmental consulting, construction materials testing, IBC Chapter 17 Special Inspection and facilities consulting services for PSI.Principal geotechnical consultant and senior author. Business and lead development, marketing, sales and client relationships.Consultant Project Manager for the largest geotechnical project ($1.4B) in PSI's history which included the geotechnical design of the US 460 Corridor Improvements Project, also referred to as the Commonwealth Connector. This project consists of approximately 55 miles of new tolled, limited access interstate highway. The project extends from the I-295 in the City of Petersburg, VA to the City of Suffolk, VA. The project includes approximately 75 bridges, 40-ft high earth embankments, and other improvements. Additionally, Mr. Finnen served as the Project Executive for the I-77 HOT Lanes Conversion Project ($655M) in Charlotte, NC.
