Responsible for the completion of construction, start-up and cold and hot commissioning of the Direct-Feed Low-Activity Waste capabilities of the Waste Treatment and Immobilization Project. WTCC is a joint-venture partnership between Bechtel and Amentum and is the principal subcontractor to Bechtel-WTP. Responsible contractor start authority for the Hazard Category-2 Low-Activity Waste Facility, on-site Laboratory, Effluent Management Facility, and associated utility systems and infrastructure. Project executes approximately $450M per year. During this assignment, total staffing to include craft peaked around 2,000.

Project Manager for the DOD Pueblo Chemical Agent Disposal Pilot Plant. Responsible for the leadership, integration, customer engagement, and delivery of a Department of Defense project to safely and in an environmentally compliant approach dispose of more than 2,600 tons of mustard chemical agent in more than 780,000 munitions stored in Pueblo, Co. Total life cycle cost in excess of $5B with a team of 1100 personnel and annual funding in excess of $350M. Project serves as the basis for a common set of procedures and processes for both Pueblo and Bluegrass (second and last chemical agent disposal project for US).

Deputy Project Manager, Pueblo Chemical Agent Disposal Pilot Plant. Responsible for the completion of construction, the establishment of systemization processes, and submission of the proposal for the operations phase of the project valued at >$1.3B revenue.

Project Manager for the Chemistry Metallurgy Research Replacement (CMRR) project. Responsible for the leadership, integration, customer engagement, and delivery of two laboratory facilities (RLUOB and Nuclear Facility) to the laboratory and NNSA. Total project cost for both facilities in excess of $4B. Annual funding in excess of $225M. Project execution accomplished under the full set of DOE requirements for nuclear safety and NQA-1 quality assurance.

Deputy Project and Engineering, Procurement, and Construction (EPC) Manager on the Boeing- Ground-Based Midcourse Defense (GMD) Project. Responsible for the integration of engineering, procurement, construction, start-up and delivery of equipment systems and facilities to Boeing. Responsible for the day-to-day activities of the project team comprised of 140 non-manual personnel. Total installed cost of GMD facilities is in excess of $700M.

Deputy Project Manager on the Aberdeen Chem Demil Project. Responsible for the integration of the engineering, procurement, construction, start-up and operations of the facility. Led the effort to complete construction, start-up, and workforce hiring, and training. Completed facility and workforce certification within 14 months – significantly shorter than had ever been accomplished in a chemical weapons disposal facility. Responsible for the day to day operations of the facility with a workforce of 475 personnel including compliance with safety, environmental and chemical agent surety requirements and project cost and schedule performance. Led the effort to integrate the completion of the EPC and start-up of a Ton Container Cleanout Facility in parallel with chemical agent neutralization operations. Sustained an environment for safe, environmentally compliant work accomplishment. Implemented earned value and risk management techniques for cost and schedule management.

Deputy EPCO Project Manager on the Aberdeen Chem Demil Project - a $615M one of a kind chemical weapons disposal facility. Project included design build construction, start-up, operations and closure. Management/supervisory responsibility for start-up, plant operations, laboratory, and security/surety personnel and functions for the Aberdeen project. Integration responsibilities include EPCO functions, DoD validated Earned Value cost and schedule management (EVMS). Project manager for small ($3M) project to engineer, procure, construct storage shelters to improve safety and security for mustard ton container storage

Responsible for development and maintenance of configuration management plans and procedures.

Supported the development of an estimate at completion for systemization, operations, and closure. Developed infrastructure to monitor project performance against award fee requirements.

Responsible for developing policies for start-up and operation of US chemical weapons disposal facilities. Provided operational oversight and operations support.

Supported start-up and Operational Verification Testing at Johnston Atoll Chemical Agent Disposal System. Responsible for procurement oversight for equipment (control systems and incinerators) common to all disposal facilities.

Attended Officer Basic and Advanced Courses - from 1983 to 1986 assigned to 1st Cavalry Division, Ft. Hood TX - various assignments from platoon leader through personnel officer (battalion level S-1). Attended Graduate School at WPI as a Captain (full US Army Scholarship) - earned MS Chemical Engineering.
