Supervise a team of analysts consisting of operations research analysts, cost analysts and program analysts. Responsible for programming of funds for the Program Objective Memorandum (POM) that consists of DoD PPBES (Planning, Programming, Budgeting, and Execution System)) for 2 ACAT 1D, 1 ACAT 1C and an ACAT II major Army acquisition programs of record. My office supports under my supervision the development of Program Office Estimates (POE), Business Case Analyses (BCA), Structured Cost Benefits Analyses (CBA), Independent Government Cost Estimates, Preliminary Cost Estimates (PCE), and Rough Order Estimates (ROM) for all long and short range planning of utility aircraft and technological acquisitions. My office under my supervision prepares all documentation, for Special Acquisition Report (SAR), Quarterly Defense Acquisition Executive Summaries (DAES), P Forms, R-Forms, Smart Charts, POM Reviews, Weapons System Reviews (WSR), for all long and short range planning of aircraft and technological acquisitions, programming of budgets. Supervise the Earned Value Management, scheduling assessment, Contract Cost Data Reporting (CCDR) and management controls. I supported development of Army Cost Positions (ACP) for re-baseline of the H-60M Program when the Upgrade portion was terminated and the development of the ACP for the H-60L Digit, and ACAT I and II, respectively. I supervise the coordinated Army Audit (AA) and General Accounting Office (GAO) visits and reviews of the programs under my purview. Served as the lead price/cost analyst for the Multi-year VIII (FY12-FY16) evaluation team, a Multiyear, Multi-Service, Multi-national FFP sole source negotiation valued at $15 Billion Dollars. I understand the need and complexity in keeping employees motivated in the correct direction to accomplish tasks while under time pressures.

Responsible for business functions and integration of budget, cost, schedule and performance for two research and development programs for Black Hawk, the H-60M Baseline and Upgrade under the regulations of an ACAT 1D major acquisition. Developed detailed obligation and expenditure plans and executed these plans in accordance with Army and DoD performance metrics. I provided status and information to support the reporting requirements for these programs though the Milestones. I co-chaired the development of Army Cost Positions that were successfully briefed to senior leadership. This experience enabled me to have a working knowledge of the interrelationships of accounting, budgeting, cost estimating and the legislative, regulations and methods of contracting and business practices and to bring forward this knowledge and judgment to best serve the organization in reviewing managing and directing activities and making decisions. Served on Multiyear VII (FY07-FY11), Multiyear, Multi-Service, Multi-national FFP sole source negotiation valued at $13 Billion Dollars.

I worked on several large programs, Comanche, RAH-66, Tactical Operations Center (TOC), Black Hawk Base and Upgrade doing earned value analysis, integrated baseline reviews and schedule analysis. I accomplished complex major studies in support of the weapon system acquisition process while serving in the Systems Analysis Division. As a team leader in the Cost Review section for Source Selection Evaluation Board determined the most probable life cycle cost for several different program and supervised several multi-disciplined team members developing detailed bottoms up most probable cost estimate. Presented findings of the analysis to General Officers and Senior Level Executives resulting in a best value award based on cost versus performance.

Senior price/cost analyst in the Acquisition Center with the responsibility for analyzing, evaluating and participating in the negotiation of contractor proposals and other financial matters for Major Missile Weapon Systems that were CPIF, CPAF, CPFF, FPI, FFP or T&M. Lead analyst or cost group lead on should cost reviews, source selection evaluation board or special access programs and multiyear review team. I evaluated complex contractor proposals through cost and price analysis by utilizing accounting and audit data, forecasting techniques, learning curves and regression analysis. Have knowledge of acquisition laws and regulations and policies applicable to the acquisition field and ability to select and apply them appropriately. Evaluated and negotiated the first Alpha Contract for the Redstone Arsenal Acquisition Center on a real-time basis. Lead Analyst on complex Weapons Systems and Support Services Source Selection Boards. I developed most probable cost positions that were supportable in the selection and award of the best value contractor. Lead Analyst on Army Multiyear should cost teams in the pricing area. Analyzed and developed negotiation positions and supported the successful negotiation of a very complex acquisition to contract award. Developed and Instructed an Excel training course with emphasis on contract pricing that was taught over a several month period to the entire Acquisition center. I was the representative Price/Cost Panel member responsible for training the entire Acquisition work force in competitive and negotiated acquisition procedures.
