As Operations Project Manager for the Chief Joseph Dam Project, was responsible for the management of human resources, technical operations and maintenance activities, coordination and public relations, program scheduling, and fiscal accounting. Coordinated closely with Operations and/or Construction staff offices on all project activities. Directed and coordinated the operation and maintenance of a large hydroelectric power plant with 27 generating units for a total generating capacity of 2,614 MW. The power the project generated was marketed by the Bonneville Power Administration and was part of the Federal Columbia River Power System. The operation and maintenance of the Project directly affected regional agriculture, fisheries, and power production and flood control.Performed a variety of administrative management duties, in supervising and directing the activities of the Project, consisting of formulating and applying policies and procedures, planning for personnel staffing in correlation with projected workload, budgetary planning and control, scheduling and coordinating work of the Project with other elements of the District, participated in District Labor Relations programs, attended conferences with personnel of other District Office elements, contractors and manufacturers. Made selections, evaluated performance appraisals, issued disciplinary measures and decisions, and heard and resolved complaints and union grievances.Planned, scheduled, arranged for and oversaw the execution of $27M annual operating budget through subordinate supervisors and crew foremen. Successfully achieved execution of O&M program while constraining cost growth at or slightly below rate of inflation over a four-year period.

Established and managed the overall program for six major multiple purpose dams with total hydroelectric generating capacity of 4,413,000 MVA and five navigation locks. The program also covered two flood control dams, 177 levees and revetment flood control projects including 250 miles of levees and over 570 miles of navigable waterways. The facilities, additionally, include 82 recreation areas located throughout the District, and over nine million visitors annually use these areas. The organization consists of approximately 600 permanent, temporary and seasonal employees, with branch chiefs, Operations Managers, and staff engineers, biologists, trade and crafts workers, rangers and natural resource managers. The annual budget was over 90 million dollars. Implemented safety policy to insure the safest possible environment for Government and construction employees and the visiting public.Performed a variety of administrative management duties, in supervising and directing the activities of the division, consisting of formulating and applying policies and procedures, planning for personnel staffing in correlation with projected workload, budgetary planning and control, scheduling and coordinating work of the division. Participated in District Labor Relations programs. Planned, scheduled, arranged for and oversaw the execution of $6.5M maintenance program, through subordinate crew foremen, for a 27-main generator hydroelectric project which is the largest hydroelectric facility operated by the Corps of Engineers. Arranged outages of units that were scheduled to undergo uprating/replacement or repair. Made arrangements to make necessary repairs to equipment removed from service for upgrading, modification, or repairs which can be accomplished during the outage. I choreographed sequence of work and clearance coordination between multiple construction & contractor representatives and maintenance personnel via pre-outage coordination meetings and weekly staff meetings. Achieved a 90% Plant Availability Rate and a Forced Outage Rate less than 4 percent over a four-year period. Performed inspection on the generating equipment to determine if additional repair or modification work should be performed while the equipment is out of service. Promoted an effective safety program and enforced safety policies and regulations. Ensured strict compliance with Corps of Engineers and “Safe Clearance” program requirements. I served as Acting Operations Manager while the Operations Manager was away from the Project on official business. Responded to data calls and short-suspense inquiries from District and Division on his behalf; attended in-briefings and out-briefings by visiting staff (Board of Investigation, Real Property Audit Team, and Dam Safety Periodic Inspection Team); approved travel orders, travel vouchers and purchases requisitions in CEFMS; and responded to personnel conflicts from union and non-union members. This resulted in continuity of Project operations and permitted regional collaboration with funding partners and other Project Representatives by Operating Manager.

I provided supervision and direction to a technical staff responsible for the operation and maintenance of a large, 2500 MW, 27-unit hydroelectric power plant. Technical staff consists of 8 engineers/technicians and 15 power plant trainees. Performed hydropower facility maintenance engineering, managed map files and engineering records, developed budgets and coordinated execution of the non-routine maintenance and capital investment program, and provided construction technical review of submittals and quality assurance support. Provided program management of Seattle District’s Hydropower Power Plant Training and Hydropower Test Programs which required coordination with both Operating Managers at Libby and Albeni Falls Dams. Participated in the regional Large Capital Work Group as a voting member representing Seattle District. Collaborated in development and tracking execution of the investment program, provided technical guidance in reviewing decision documents in prioritizing investment opportunities. Workgroups efforts resulted in increased capital expenditures and placement of nearly $24.2M at Chief Joseph Dam from 1999 to 2004. Participated in regional Hydropower benchmarking and Asset Management efforts by researching and providing critical Project data to BPA Project Representatives for condition assessment inventory.
