Exercised complete authority over and assumed responsibility for the District operations & maintenance (O&M) program. Established and managed the overall program for six major multiple purpose dams with total hydroelectric generating capacity of 4,413,000 MVA and five navigation locks. The program also covered two flood control dams, 177 levees and revetment flood control projects including 250 miles of levees and over 570 miles of navigable waterways. The facilities, additionally, include 82 recreation areas located throughout the District, and over nine million visitors annually use these areas. The organization consists of approximately 600 permanent, temporary and seasonal employees, with branch chiefs, Operations Managers, and staff engineers, biologists, trade and crafts workers, rangers and natural resource managers. The annual budget was over 90 million dollars. Implemented safety policy to insure the safest possible environment for Government and construction employees and the visiting public.Performed a variety of administrative management duties, in supervising and directing the activities of the division, consisting of formulating and applying policies and procedures, planning for personnel staffing in correlation with projected workload, budgetary planning and control, scheduling and coordinating work of the division. Participated in District Labor Relations programs. Made selections, evaluated performance appraisals, issued disciplinary measures and decisions, and heard and resolved complaints and union grievances.Had responsibility for accomplishing asset management and maintenance engineering programs utilizing maintenance engineering software, predictive and preventative maintenance, inspections and equipment condition assessments, and assessment of maintenance program effectiveness. Provided guidance and reviewed O&M budget documents that were prepared by subordinate managers prior to submission to higher authority for approval.
