Richard is a highly skilled attorney with almost three decades of experience specializing in Federal Indian Law. As a proud descendant of the Confederated Tribes and Bands of the Yakama Indian Nation, he has maintained a close connection to the Native American Indian community throughout his life. Richard's legal career started as an intern with the Office of Legal Counsel for the Yakama Nation in 1993, and since then, he has become an authority in gaming-related matters. Richard has a comprehensive understanding of various aspects of Tribal Law, specifically in Federal Indian Law, Tribal Government, and Gaming Regulation, with expertise in Compact Negotiation, Compact Compliance, Gaming License Matters, and CJIS Compliance. He also has exceptional skills in advising tribal gaming agencies on gaming regulation development, licensing, and administrative hearing procedures. Richard has worked closely with a diverse group of stakeholders, including tribal gaming associations, state and federal regulators, and tribal gaming stakeholders, on all aspects of tribal gaming matters. He has provided regulatory updates to the membership of California Nations Indian Gaming Association and is a highly sought-after speaker at Indian Gaming Association training events. Richard attended U.C. Davis as an undergraduate and received his law degree from the Arizona State University Sandra Day O’Conner College of Law.Additionally, Richard served with the highest honor and integrity as a U.S. Marine for over 30 years, enlisting as a Private in 1987 and retiring as a Major in 2018.
