Vice President of External and State Affairs Lead for NCTA – the Internet & Television Association with nearly three decades of demonstrated success in the telecommunications, cable, and broadband industry. Rick leads a team responsible for engagement with state broadband officials, state cable associations, state and local intergovernmental groups (including regulators, legislators, and policymakers), third parties and strategic partners, think tanks, and the academic community. A recognized expert on broadband and telecommunications policy, Rick speaks regularly at industry conferences and events (e.g. Broadband Nation, Connected America etc.) and has testified across the country before numerous public service commissions and legislatures. Current member of the Board of Directors of the National Conference of State Legislatures (NCSL) Foundation, the Internet Education Foundation, the TPRC Research Conference on Communication, Information and Internet Policy, and the Advisory Council for New Mexico State University’s Center for Public Utilities.
