I am Alion Science’s Senior Program Manager for the Air Force’s Live Mission Operations Network (LMON), an Air Combat Command (ACC) initiative to build and operate a new enterprise network connecting U.S. bases and ranges. I manage an integrated project team of 18 personnel executing an $25M budget to design, deploy and maintain the LMON network in direct support of ACC A3. I oversee all aspects of planning and coordination for installation of network nodes at 25 different locations, as well as development and implementation of all cyber-security requirements, including network Authorization To Operate (ATO) approval.I was recruited to this position to take control of a project that was stalling after the departure of a previous manager, and at risk of not being able to meet client deadlines. I quickly identified key risks and rallied the team to address them. Actions I’ve already accomplished within my first four months in the position include:• Within two months on project, discovered errors in government estimates that overstated expected material costs. As a result, was able to identify $5M in project cost savings.• In addition, identified a $1.2M shortfall in labor funds based on faulty estimates, and took measures to reallocated budgets to meet program requirements.• Instituted a series of quarterly Project Management Reviews with ACC clients, to give them better visibility over program status and plans. • Revitalized an installation planning schedule to ensure resources and budgets are aligned to meet client expectations for program rollout in 2021.I combine 40 years of military and consulting experience with the technical skills of a PMP and PMI-ACP, and a collaborative approach to program management and problem solving. I was recruited to bring my naval aviation experience and expertise to this office. I managed 9 direct reports, which included providing career guidance and support. Overall, I led and/or engaged in several client delivery projects.Major contract actions and results:• Helped win a $2.7 million Allied Command Transformation contract and stepped in as the project lead after the last-minute departure of the assigned program manager.• Partnered with 4 subcontractor companies to build a team of 22 consultants and established an onsite presence.• Met all requirements for the contract and set the stage for a successful rebid 3 years later. Increased overall revenue $1 million by expanding the original contract scope.

I joined this nuclear carrier during its construction and established the Navigation Department. I collaborated with shipyard and ship personnel to plan and complete critical tasks within tight deadlines. Key involvement included developing and implementing a program to train and qualify bridge watch-standing teams.• Managed and monitored installation and testing of critical navigation systems to ensure readiness for scheduled sea trials.• Directed execution of short-notice changes required by adverse weather conditions and achieved on-time conclusion of the essential trials.

I led a fighter squadron with 275 personnel and 10 F-14 aircraft. In that role I managed all operations, including staff development and training, flight performance quality, and aircraft maintenance/safety. A major challenge I tackled involved upgrading the aircraft maintenance function, which was hindering achievement of high-reliability goals for essential equipment.• Within a year, implemented changes that improved the maintenance rates by 50%.• Led the squadron to win 2 awards for tactical performance—the only squadron out of 9 in the air wing to achieve this result. Also, raised the reenlistment rate to 7% above average by improving the squadron culture.
