Richard Mitchell, AICP, conducts architectural surveys and preservation planning in Texas and serves as project manager for historic preservation projects. His 29 years of experience in cultural resources management include reconnaissance and intensive-level surveys, National Register Nominations, compliance projects, alternative analyses, Section 4(f) evaluations and local preservation ordinances. Rick is proficient in Section 106/110 and Section 4(f) regulatory coordination, historic resource requirements for National Environmental Policy Act (NEPA) documentation, as well as environmental document review. He has also prepared several historical narrative reports and archival photographic documentation packages in fulfillment of Texas Historical Commission mitigation requirements.
