Design includes multiple pipeline connections with pig receivers, 80+ tanks, manifold pits, electrical substation, truck loading and offloading racks, Butane receipt and blending, office/warehouse, marine docks with receipt and loading capabilities, marine vapor recovery units, drain dry tanks with vapor combustors for product changes, on-site well water supply and aerobic septic system for disposal of domestic wastewater. * Lateral Meter Station | Confidential Client, Sour Lake, TX - Project Engineer coordinating engineering team for Engineer-Procure-Construct (EPC) of metering facility to meet 500,000 BPD delivery of crude oil to Confidential Client’s customer. Design included site development within existing tank terminal for pig receiver, surge relief, meter bank, prover, quality measurement building, electrical building, SCADA and pre-fab QC building. Coordinated construction drawing packages between engineering disciplines and construction, technical equipment purchase specification for bidding and selection and field support. Preliminary design kick-off to placing facility in service was completed in 12 months.* LPG Export Terminal | Phillips 66, Freeport, TX - Marine Engineering Manager for replacing the three existing docks, adding LPG and C5+ to the existing products slate, while meeting a maximum 45 day outage window, including demo, removal, installation of new dock complete with loading arms, fire suppression and sumps. Managed design, specification, and procurement for new low pressure C5+ and contact water tanks. Led efforts for US Army Corps of Engineers Section 408 and provided support for Section 404 permits.

Construction Superintendent / Tank Team Lead managing the construction supervision and the tank teams for all of BP’s pipeline and tank projects in Southern California. Responsible for improving project safety, scheduling, and cost savings by providing review and recommendations on the project execution planning in FEP. Also responsible for continuously improving quality through coaching, training, and feedback to see that projects met scope and specification and were completed safely, on-time, and under-budget. Other responsibilities included managing personnel resources and reviewing documentation upon project completion to achieve compliance with both company and DOT requirements. Projects included pipeline abandonment and removal; modification of pipelines to allow for internal line inspection; hydro testing pipelines; vapor recovery unit replacement; installation of 36” diameter loop meter prover; crude blending; fire water pump and piping system replacement; 36” marine loading arm repairs; and dock fender replacement. Experience also includes developing job descriptions, requirements and training for third party construction supervision. Also developed efficiencies for cleaning and inspections of large diameter crude tanks which resulted in cost savings, reduction in schedule and reduction in confined space entry exposure.

Managed critical activities for Light Products Terminals - typically managing 20-30 projects / year. Provided engineering and project management to improve operations / meet regulatory compliance requirements, resulting in lower cost, quicker implemented projects. Developed Decision Support Packages (DSP's), project management plans, coordinated design and bidding, prepared cost estimates, schedules, contracting plans and submited Appropriation Requests to obtain funding. Provided 10 year Capital and Expense Planning, providing budget estimates for future expected needs.Proven results include:1) Established alternative to State of Florida Containment Requirements, secured Equipment and Alternate Procedure Approvals from Department of Environmental Protection, saving approximately $9M / terminal and reducing storm water runoff.2) Developed, proposed and implemented plan to change piping for ethanol sales at Port Everglades Terminal allowing the ability to sell blended gasoline 5 months earlier than originally planned, resulting in over $3M increase to revenue.
