Rick Reames III was appointed Director of the SC Department of Revenue by Governor Nikki Haley on July 18, 2014 and unanimously confirmed by the SC Senate on March 5, 2015. He is committed to fair and consistent administration of the law to reduce the overall tax burden for South Carolina citizens.As Director, Reames manages and directs all facets of agency operations and activities for an 800-employee cabinet agency that collects, processes and and distributes nearly $10B annually. A private-sector attorney for 15 years, Reames brings expertise in matters of state and local taxes and strong business acumen to his position as the state’s chief revenue officer. He has instituted strategic hiring practices to fill critical needs – including rebuilding the Department’s legal team –while reducing duplicative and unnecessary positions and expenses. His decision to privatize processing of paper tax returns will generate savings of $2 million over the next 10 years, and his efforts to streamline procedures for key agency functions have slashed turnaround times from three to five weeks to three to five days. Reames has expanded taxpayer education and public awareness, directing a nearly 300% increase from the previous year in issuance of public policy guidance. He has increased outreach efforts and collaboration with stakeholders and created an internal culture that is service-focused and responsive to market needs. Reames is a member of the Federation of Tax Administrators Board of Trustees and the State Board of Economic Advisors. He is a member of the SC Department of Commerce’s Coordinating Council for Economic Development and chair of its Enterprise Zone Committee. Previous service includes delegate to the SC Bar House of Governors chair of both the SC Bar Association Tax Section and Joint NC-SC Tax Conference. Reames is one of 21 Fellows selected for the Liberty Fellowship Class of 2016, a program to promote outstanding leadership in South Carolina.
