Developing and implementing ongoing Navy contract's. At anytime I'm in the process of working 3-5 contracts. The savings to my company are immeasurable. The company realizes the savings of not having to fully staff projects until the projects are ready to work. Navy contracts are difficult to manage because of the inconstancies of application of applicable rules & regulations., by the government Construction Management team. Generally speaking Environet doesn't self perform. Low bid subcontractors are hired to perform the various task associated with the contract. Through continuous pushing & prodding subcontractors eventually provide necessary production & safety documents.

CLIENT: U.S. Army Corps of Engineers VALUE: $ 30 Million ROLE: Construction of four identical, two-story 18,000 SF Buildings. Site Safety & Health Officer (SSHO), Mr. Sutton is responsible for the implementation of an established health & Safety plan in accordance with US Army Corp of Engineers safety plan (EM-385-1). Conducting safety orientations for all employees working on site; Weekly site wide tool box talks; Weekly Subcontractor Supervisor meetings; Weekly US Army Corp of Engineers coordination & planning meeting; Preparatory meetings for any new feature work; Development, review of all Activity Hazard Analysis; Ongoing Site Safety audits; Assembling and reviewing all safety related documentation; Conducting accident injury investigations.

Developed and implemented comprehensive Job hazard analysis for all aspects of contractor and sub-contractor work. Established and maintained a tunnel rescue team. Collaborated with construction management, labor unions, Owner Controlled Insurance Program inspectors ensuring best safety practices were adhered to. Conducted accident investigations utilizing root cause analysis. Managed Worker's Compensation program.The project involved construction of a shaft measuring 40ft wide x 180 ft long x 28ft. Construction of 31,100 linear feet of 13 foot inside diameter tunnel. Project was awarded numerous awards including international contractor of the year (2011)

Mr Sutton was initially hired as a shift safety engineer. He was promoted to the Safety Manager position. Mr Sutton implemented the existing health and safety plan. Wrote comprehensive job hazard analysis. Reviewed sub-contractor's health and safety plans. Coordinated with the construction management team ensuring best safety practices. Conducted accident investigations. Maintained the Tunnel Rescue Team. The project involved construction of 3 shafts 1 In-fluent Shaft (IS)- 2 In-fluent Pump Station (IPS) shafts each shafts were 74 feet deep by 80 feet inside diameter and a 40 foot deep exit shaft. Construction of 14,050 linear feet of 16 foot inside diameter tunnel.

Mr Sutton was responsible for all aspects of safety including implementation of contractor's health and safety plan. Reviewed job hazard analysis, ensured compliance with established safety procedures. Conducted accident investigations. Ensured compliance with established noise ordinances. Conducted security rounds on off shifts. The project consisted of constructing 2 hafts ( Main shaft 180 feet deep by 46 feet diameter.) Sequential excavation of the underground station platforms. Construction 2 mile long 21 feet-diameter tunnels. Construction of ½ mile of elevated track.

Utilizing Washington Administrative Code (WAC) Conducted enforcement inspections of employers’ workplaces; and advised employers on compliance issues. Inspections were conducted in accordance with the Washington Industrial Safety and Health Act (WISHA).

Serving as a Hull Technician (HT) Rick was stationed on several Destroyers, Sub Tenders and Repair Ships. Rick worked in general metal maintenance workshops, and ship fitter shops. Rick was a certified high pressure pipe welder. Rick was a planner estimator for a Shore intermediate Maintenance Activity (SIMA) As a HT Rick fabricated and repaired all types of equipment and items. Ricks expertise included working with metal of all thicknesses with hand tools, welders and very large cutting, forming and shaping equipment. Rick was a "Jack of All Trades".Rick served on Damage Control Crews as a Scene Leader. He served on the Flying Squad. He served on specialty fire fighting teams for movement of missiles and helicopter operations.
