The Finance Committee Chair oversees MSD's financial affairs, including MSD's financial condition, financial planning, operational and capital budgeting, rattsetting, debt structure, debt financing and refinancing, investment policy, investment performance, financial risk management and other significant financial matters involving MSD.Financial Achievements: • Enhanced Financial Stability: Improved our debt coverage ratio by 40%, from 186% to 225% since 2021, while maintaining a strong Aa credit rating. • Secured Alternative Funding: Obtained millions in additional funding to support essential projects, reducing costs for our customers. • Successful Commercial Paper Program: Launched a program providing flexible, short-term financing for key initiatives. • Community Benefits Program: Raised $6.8 million to support education, workforce development, and environmental stewardship.

The Infrastructure Committee Chair oversees the development and implementation of the MSD Capital Budget/Program, including the monitoring of changing environmental regulations and the development of long range facilities planning.Infrastructure Achievements: • Paddy’s Run Flood Pump Station: Directed a $230 million project to enhance flood protection for over 63,000 residents in West Louisville. • Waterway Protection Tunnel: Completed a 4-mile tunnel to prevent wastewater overflows into the Ohio River and Beargrass Creek. • Award-Winning Biosolids Project: Guided the nationally recognized Morris Forman Alternative Solids Project, a sustainable solution for waste-to-resource conversion. • Regional Expansion and Local Labor: Achieved over 70% local labor on projects and led the acquisition of wastewater systems in Bullitt and Oldham counties, expanding MSD’s reach and local economic impact.Awards and Recognitions: • 2023 National Environmental Achievement Awards: Honored by the National Association of Clean Water Agencies (NACWA) for efforts in equity in contracting, environmental justice, and recruiting future engineers. • 2024 NACWA Peak Performance Awards: Nine MSD water quality treatment centers recognized for outstanding operation and permit compliance, reflecting MSD’s commitment to environmental protection. • 2024 DBIA National Award of Excellence: Received for the Large Diameter Sewer Rehabilitation project, addressing critical infrastructure challenges and fostering local collaboration.
