Manage a team of dedicated professionals running the day-to-day operations of the country’s largest and most successful Health Plan Marketplace. Work with DOH Leadership, policy stakeholders, and vendors to implement complex business rules changes resulting in health care benefits for millions of New Yorkers. Work to ensure Federal guidelines are implemented in accordance with the law. Enforce contract terms and conditions to ensure compliance and delivery. Oversee a 9-figure annual budget by implementing and ensuring best accounting practices are maintained and followed. Most importantly, work with the NYS Department of Health management to ensure this multifaceted team of experts is empowered, supported, and enabled in order to deliver the highest quality product and value for the taxpayer and consumers.

I work to build IT systems based on a variety of best-practice Enterprise design principles. Creating standardized design standards, improve capacity management and monitoring, improve development processes and tracking, and use system-wide metrics to ensure technology architectures and programs are right-sized and deliver the best possible outcomes ensuring mission-critical level uptime all while maximizing value for the Department of Health and state taxpayer. Develop and instituted programmatic changes in finance as well as operational and Developmental work to better manage the complex contractual and vendor requirements. Instituted numerous projects with respect to data governance, data design, hardware monitoring, Enterprise Management and other evolutionary changes to the NYSoH Exchange to better position NYS for future demands.

◊ Work with Governor Cuomo’s Senior Policy Advisor to set programs and policies to ensure the New York State Enterprise is compliant to NIST cyber security standards. ◊ Troubleshoot and build executive teams to establish policies, protocols and programs to establish strategies to mitigate cyber threats.◊ Coordinate activities with the Department of Homeland Security, FBI, State Fusion Center and Multi-State ISAC to ensure proper communications and information is disseminated to proper state entities. ◊ Work with the state CISO and other executives to ensure the state’s assets are working towards NIST compliance.◊ Work with the New York State Department of Labor with respect to workforce development for cyber-based jobs.◊ Work with US Department on Army and Airforce on cyber partnerships as it relates to mission critical systems. ◊ Built cyber simulation scenario around Health IT breaches with the Department of Homeland Security to ensure executive teams and IT staff have proper playbooks in place for cyber-based threats.

 Created Governor Cuomo's new program established under Article 16-v of the Urban Development Corporation Act.  Manage a $5 Million dollar program, leveraging another $10+ million in establishing 10 NYS regional “Innovation Hot Spots” and 20 NYS “Business Incubators.” Established guidelines, program goals and objectives for the most ambitious program of its kind in the nation.  When fully developed will provide services to over 1000 NYS businesses with an anticipated economic impact of over $100 Million.

New York State Department of Economic Development Division of Science, Technology & Innovation Led numerous economic development initiatives to successful and positive outcomes for the State of NY and its partners. (NYS Broadband program, HPC2, NYS Business Incubators and Innovation Hot Spot Program).  Built and coordinate a multidisciplinary team of experts from differing NYS universities with a variety scientific backgrounds to achieve a common goal in bringing simulation based science to private industry including IBM, GE, Xerox, Corning Glass and many others. Created the first-ever virtual consortium to deliver High Performance Computing (HPC) expertise to business and academics and the promote HPC into all science domains. Negotiated the procurement of a $100 million Computational Center for Nanotechnology Innovations and technology and research projects including a $200 million EMPAC Center at RPI. Design new collaborative approaches to project-based research. Created the framework for a Super Computer RPI computational sciences workgroup and continue to advise on its implementation.

A start-up gaming company located in the Albany, NY region, focused on the mobile platform market. Built a 13 person company from the ground up to produce mobile games, apps and a proprietary analytical engine. Managed and built a diverse team to produce products for ANDROID and APPLE IOS. Built and managed a diverse team of programmers, artists and game designers to produce numerous games launched on the Apple App store and Google Play achieving the coveted “new and noteworthy” designation and achieving a “top 10 designation” on the Apple app store for “Undecided” and “The Patriots.”  Presented promotional talks, business plans and pitches to numerous VCs and Angel investors for funding and partnership. Provided customer service and developed relationships with Google, Apple and select clients. Developed and managed international contracts to develop modular software to be used by Deadmans’ development teams.

IT CONSULTANT on a variety of projects and for a variety of agencies:► LEAD CONSULTANT/ENGINEER TO NEW YORK STATE BOARD OF ELECTIONS Created Help America Vote Act (HAVA) implementation schedule and advised Board of Elections regarding the plan and timeline. Devised and updated project plan for HAVA compliance and drafted state policies and procedures for NYS HAVA compliance. Developed security documentation testing and acceptance for electronic voting systems.► ENGINEERING CONSULTANT TO NEW YORK STATEWIDE WIRELESS NETWORK (SWN) Advised on various contract requirements to SWN regarding M/A-COM proposal. Developed a network topography requirement for SWN. Analyzed data to guide decision making regarding tower and site acquisition for SWN design. Designed numerous projects and plans including the NYS agency transition plan for SWN and the RAMER project and implementation plan. Wrote the information architecture (ITIL™) on SWN that met established standards and requirements including business continuity and disaster preparedness standards, available network capacity and financial requirements.► DATA COMMUNICATIONS CONSULTANT TO NEW YORK CITY Contributed to a New York City (DOITT) project on wireless high-speed project. Consultant to NYS Department of Transportation (DOT). Initiated the Business Process Re-engineering (BPR) relative to agency interoperability and SWN. Advised and designed (ITS) data flow diagram as it related to SWN. Presented statewide engineering briefing to DOT regions regarding rollout of SWN.► DATA COMMUNICATIONS CONSULTANT TO NEW YORK POWER AUTHORITY Designed weighted analysis for WAN optimization project. Created test program for WAN study and recommended solution for problem.

New York State Assembly Program Development Group Analyzed and built reports on federal funding streams regarding R&D for technology as well as education technology funding streams such as the E-rate program. Advised senior staff on various nescient technologies and their future implications to the state budget, society and tax revenues. Coordinated and held presentations to bring together various department heads to advise committee Chairs on upcoming legislation regarding technology.

Democratic Study Group,  Coordinated and executed informational seminars on various public policy and budget issues. Produced, managed and distributed over 1,100 memorandums per year on legislative measures before the Assembly floor.
