The new works (~$40M) include wharves, floating dock, buildings, traffic circle, light rail, and hardscapes for (2) high-speed catamaran-style ferry boats serving (149) passengers each. Dpty Program Manager for (~$12M) Hazard Mitigation Grant Program, Cameron Parish, providing program analysis, implementation, and funding interface to Governor's Office of Homeland Security (GOHSEP), as well as project management of various mitigation design and construction projects including retrofitting of public facilities for wind and flooding, as well as elevating residential homes.

Assisted GVP leading strategy and pursuits with state coastal clients leveraging Jacobs’ engineering, oil&gas and PMCM presence in Louisiana with key value propositions and client interfacing. Led pursuit of OnCall Engineering Services IDIQ with Sewerage & Water Board of New Orleans resulting in a ranking 12 out of 58 firms and first task offer in over 10 years. Operations Manager embedded with the Louisiana Department of Health & Hospitals for the public drinking water emergency response to the Naegleria Fowleri Amoeba (brain-eating) after 3 fatalities triggered a statewide Emergency Order from the Governor’s office in 2013/2014. Supported LDHH Chief Engineer’s development of the Emergency Rule language for all 1300 public water systems utilizing a global scientific advisory panel; and led an accelerated development of an interactive GIS/Monitoring Portal for rapid dissemination and monitoring of the Rule among the 1300 regulated systems.

Led the Conti Federal Services (CFS) business development efforts in the Gulf South to support operations and strategic plans through key account management, operational experience and key client relationships. Drove debris managment teaming with disaster managment contractors immediately following hurricane Sandy leveraging Hurricane Katrina experience; assisted statewide (New Jersey) Business Development Teams reaching out to local governments immediately following Hurricane Sandy to brief officials on available "pre-placement" contract capacity leading to multiple entities contracting for debris management services.Assisted VP of Operations and Project Management Team with client management and operations for the NYC Rapid Repairs program to manage 2000 homes under a FEMA pilot program with the City of New York (~$50MM). Efforts included standing up a cloud-based, GIS management system, project controls & data managment leadership, CPM scheduling, and structural condition assessments.

State of Louisiana, Emergency Barrier Berm Construction (BP Oil Spill); developed model for sand supply/demand management, to optimize dredge-fleet capacity against progressive cash resources and multiple permit constraints for the $260MM program. Led field oversight teams for all dredge-mobilization operations and production performance monitoring, enabling rapid decision-making and efficient use of state/BP funding.Assisted development of key teaming, design, construction elements and win strategy for the IHNC Lake Borgne Surge Barrier resulting in Shaw winning the largest civil works, design-build project in USACE history ($1.3B). Efforts included optimizing available contractor capacities against likely design outcomes, early contractor involvement and negotiating with selected contractors during design-build effort. Assisted quality control and site safety leadership with best-practices in the local heavy, civil, marine industry to ensure safe and swift schedule progress. Managed engineering and field construction of the Pile Load Test Program (PLT) project to drive downstream design for all deep-foundation construction of the surge barrier wall its navigation structures. Results included prompt completion, successful technical audit & closeout, and positive client ratings for the first project phase ($40MM).

• Managed the Drainage System Recovery for the City of New Orleans immediately following Hurricane Katrina (~$30M). Organized, trained and deployed a team of (6) supervisors, (35) inspectors, and (212) heavy equipment operators to restore the City’s drainage capacity. Results included the successful regulatory audit and prompt reimbursement by FEMA. • Prepared and managed the master CPM schedule with micro updates and resource loadings to support capital programming of the Sewerage & Water Board’s $300M Sewer System Evaluation and Rehabilitation Program (SSERP) to ensure compliance with EPA consent decree. Supported construction leadership to improve OSHA compliance for all subcontractors performing the work.
