Member of the Human Resources and Operations Committees, and Vice Chair of the Central Procurement Committee. PDVSA 1978-1990; CITGO 1992-2003 and 2004-2009. Previous positions at CITGO include Corporate Process Safety Manager, Manager Health & Safety Lake Charles Manufacturing Complex and Corpus Christi Refinery; Corporate Manager Health, Safety and Security.

Appointed by the President and confirmed by the U.S. Senate on the basis of technical qualification, professional standing, and demonstrated knowledge in the fields of accident reconstruction, safety engineering, human factors, toxicology, or air pollution regulations. Responsible with other Board Members for major budgeting decisions, strategic planning and direction, general agency oversight, and approval of investigation reports and studies.Participate in accident investigations and approve all investigation report findings, determinations of root cause, and safety recommendations. Serve as principal spokespeople at accident sites and conduct community meetings, hearings, and boards of inquiry during the course of accident investigations. Play significant roles in advocating the adoption of recommendations by industry, labor, government agencies, and other organizations. Regularly participate in conferences, committees, and safety forums and meet with leaders of other federal agencies.
