Rizwan Arshad, the son of noted advocate RQ Arshad and Shehnaz Arshad, was born on 24 September 1979. He graduated in commerce from St. Philomena's College in Mysore and has been active in politics and social service since his student life. He started his political career through the National Students Union of India (NSUI) in 1995–96 and became the National General Secretary of the union in 1999. He continued his career with the Indian Youth Congress as vice president, Karnataka Pradesh Youth Congress Committee (2004-2010) and National Secretary, Indian Youth Congress New Delhi (2010- 2011). In 2011, Mr. Arshad became the first elected State President of the Karnataka Pradesh Youth Congress (KPYCC). In 2016, the people elected him to the Karnataka Legislative Council. Currently, he is serving as a first-term MLA of the Karnataka Legislative Assembly representing the Shivajinagar constituency. He is known for his simplicity and clean image. Mr. Arshad is committed to the well-being of the people and is renowned for his accountability. He meets the people of his assembly regularly to learn about their concerns and grievances.
