The Tennessee Justice Center (TJC) is a non-profit, public-interest law firm and the leading legal advocates for disadvantaged Tennesseans who do not have access to adequate healthcare. To date, the TJC has been responsible for securing payment of over $2B of medically necessary healthcare services to providers on behalf of its clients that otherwise would not have been reimbursed. As the Chief Operating Officer for Tennessee Justice Center, my primary focus is to ensure that the internal operations align with the strategic goals and mission of the organization.

Past projects included:• Creation and continued development of “AskJane!” a cloud-based system linking the uninsured to public health benefits and insurance coverage under the Affordable Care Act. Additional AskJane! responsibilities include securing funding sources, marketing, and distribution.• Continuously monitor and analyze statutes, administrative rules, and policy manuals to formulate an algorithm to screen applicants for Medicaid, premium tax credits and cost sharing reduction eligibility across 20+ public health programs affecting Tennesseans.• Actively engage the healthcare community and promote provider-focused services including eligibility screening process reviews, one-on-one technical assistance for difficult cases, education, and training.• Development and administration of Medical Legal Partnerships with healthcare providers focusing on Medicaid eligibility and enrollment efforts impacting the “eligible but uninsured” patient population.• Training and technical support for attorneys, legal advocates, social workers, volunteers and health care professionals engaged in the implementation of the Affordable Care Act on behalf of low-income consumers.• Project management and supervision of interns/client advocates.

Lending expertise and experience to a wide variety of clientele to accomplish strategic goals and initiatives. Types of clients include non-profit organizations, early stage B2B start-up companies, B2C retail companies. Past projects include:• Acting Chief Operating Officer (COO) translated the vision of the Founder & CEO to create and execute a strategic and operational plan to complete the development of a web-based platform; - Developed website content and workflows for web-based platform prior to beta launch;- Designed and delivered informational materials and presentations to potential investors, strategic partners and customers;• Assisted Founders of a legal services startup company research the marketplace to identify potential customers and generate industry awareness for a B2B pre-market product;- Created a “cold-calling” contact system to introduce, schedule and conduct product demonstrations;• Collaborated with the CEO and COO of a non-profit entrepreneur center to build the membership models for startup companies and business executives serving as mentors. Provided key operational support by:- Creating a tracking system to manage a startup company’s progress through the accelerator program;- Assisting entrepreneurs by assessing current needs and aligning with the critical resources of the center;- Actively recruiting individuals within the business community to serve as mentors.

Delbert’s Clothing, Inc. is a menswear retail clothing company providing a highly personalized and shopping experience for its clients. The company focuses on better apparel for men including big and tall sizes as well as a comprehensive collection of custom-made clothing. Responsibilities included:• Overseeing all financial matters including inventory, marketing and personnel budgets;• Implementing and maintaining a point of sale inventory control system; • Providing vision for the development of an e-commerce website;• Creating and managing a college internship program focusing on retail store operations, merchandising, buying, and suggestive selling techniques;• Identifying new revenue streams and formulating strategies including off-site clothing shows, group and in-homes sales, fashion shows, and educational programming focusing on professional image building;• Formulation of marketing and advertising strategies across various media channels.

Served as counsel to the Department of Drivers Services for the Illinois Secretary State. Provided in depth legal analysis and consultation to the department regarding legislative and regulatory matters. Played key role in the creation and implementation departmental policy and procedure to cross functional teams and various levels of management. Drafted legislation and administrative code, testified before the Illinois legislature, and rendered legal opinions to the General Counsel.
