R36 Solutions combines and delivers Vision, Strategy, and Technology advisory and consulting services that support enterprises with a focus on the energy, critical infrastructure, mobile networks, and defense sectors. This encompasses utility and critical infrastructure PLTE 4G/5G network engineering and operations planning, design, implementation and most importantly the successful transition to on-going operations. Additionally, I support advancing MEC environments that leverages mobile distributed architectures to deliver advanced grid optimization and management and that also drives transactive energy solutions to the wireless broadband network edge. Lastly, I have been engaged in formulating strategies that focuses on the nexus of AI/ML employed in operations within the utility and mobile communications industries as well as certain DoD related applications.

The convergence of traditional and alternative energy generation sources and delivery positions the U.S. to evolve to a climate secure future. Utility grade private 4G/5G mobile communications coupled with secure fiber based IP transport will provide the communications interconnection that facilitates the journey to the next generation of Operations Technology (OT) grid management of this evolving range of energy sources and its delivery for use across the U.S. Since 2013 I have been part of this grid communications convergence evolution providing technology, spectrum, and managed services offer development leadership at Anterix in addition to other key areas of the business. Major accomplishments:• Led team that proposed technical service rules for 900MHz broadband that were adopted as part of the FCC 900MHz Broadband Report and Order (FCC DA FCC-20-67/Docket 17-200)• Conceived concept for and architected national PLTE network of utility networks (NofN), teamed to create internal NofN RFI/RFP requirements• Created program (US9i) that established the chip, module, and device eco-system for 900MHz PLTE next generation monitoring, control, and sensing in the U.S. electric grid• Led analysis and requirements for cyber security for NofN architecture• Contributed to the development of the Anterix 900MHz spectrum leasing model• Led the Code3 consortia technical team that developed and delivered the technical response volume (Vol II) of the FirstNet RFP response. The Code3 consortia was established by Anterix. The technical volume submission was scored exceptional with FirstNet review team. • Developed the teaming concept and approach to assist electric utility industry in structuring future grant submissions for federal legislative programs (e.g. Energy Act of 2020 / Jobs and Infrastructure Act - HR3684)• Led the Anterix engagement that provided input into the requirements for the NIST Smart Grid V2.0 and 3.0 Guidelines

Founding member of the CyrenCall team with the goal of creating a national Public Safety LTE network, operating model, and business. The CyrenCall Public Safety Spectrum Trust (PSST) concept, national public safety spectrum allocation, and national broadband network framework was leveraged to craft the FirstNet agency charter, structure, and operating guidelines via congressional legislationMajor accomplishments:• Technology oriented contribution to legislative, FCC, and policy filings• CyrenCall lead technologist and architect that developed the initial integrated national public safety LTE based network and operations model adopted by FirstNet• Analysis and recommendations for next generation LTE based public safety devices and applications• CyrenCall representative to National Association of State 911 administrators• Contributions to NG911 PSAP and Fiber backbone requirements

Responsible for the formation and development of the Nextel network operations disaster-emergency response and recovery capability and organization.• Formed team and organized national Nextel network disaster response requirements and framework, incident command SOP, and incident asset tracking and logistics management, operational recovery transition MOP• Secured membership seat for Nextel on the DISA NCC and NSTAC• Funded and led development and delivery disaster response management software - NEMS (network emergency management software)• Led Nextel network response to 2003 northeast power outage, three hurricanes, major ice storm incidents, Columbia shuttle disaster recovery support for Nextel team on ground, among other incidents
