As the Interim Executive Director for HCC’s Military Education Program, I oversee the effective scheduling of program offerings and provide guidance to College Presidents, administrators, faculty, and student services personnel. I collaborate with the Interim Vice Chancellor for Instructional Services to ensure program compliance with regulatory bodies such as the Department of Defense, and the military departments.My responsibilities include driving the growth of the Military Education Program by achieving positive outcomes in student enrollment, persistence, completion, transfer, and placement rates. I also foster a collaborative instructional team dedicated to delivering an exceptional military education experience and aligned with our institution's mission and values.In addition, I have executive-level responsibilities, including ensuring internal controls' effectiveness, maintaining program continuity while at the same time developing strategic business opportunities for our communities and stakeholders.Overall, I am committed to leading and supporting a successful Military Education Program that prepares Houston Community College students for future success and provide them real world experiences.

Senior Marine Instructor (SMI)The SMI manages the entire program. Although they spend much of their time in the classroom, enrollment activities are a fundamental part of the job. This involves: briefings to school administrators, faculty, and community organizations to explain the program and elicit support, counseling of cadets and other students, and briefings to students from supporting junior high schools. The SMI must be involved in: community relations, liaison with other Marine Corps and civilian agencies, unit supply or administrative functions, career and performance counseling, and an extensive extracurricular program, such as a military ball, co-curricular competition, Cadet webpage, drill team(s), color guard(s), academic team(s), air rifle team(s), parades, flag raising, retreat ceremonies, presentation of awards, fund raising activities for the unit or charitable institutions. As classroom teachers, they will typically be required to teach five out of six/seven periods of a traditional school day. The teaching load may be less. They wear their Marine Corps Uniforms while performing MCJROTC duties. The job of the SMI is not as structured as most Marine Corps jobs. Although the Marine Corps provides some guidance for managing the program, self-direction, initiative, and self-reliance are essential traits of the SMI.

The primary responsibility of the SNSI and NSI employed by an institution with an NJROTC unit shall be that of instruction and administration of the NJROTC program. We make those "duties" happen by creating an environment in which young men and women can grow into stronger and more resilient citizens of our great nation. It's not a recruiting tool for the Sea Services, although many who pass through these halls may very well choose to enter the Navy, Marine Corps or Coast Guard or any other military service. This is a civics lesson designed to teach governance, discipline, and confidence to overcome adversities that these young people may come up against. We promote service to community, country, and self and only hope that these Student/Cadets will come back into their communities to give back and serve as the example to the next generation of students.I ask each one of my Student/Cadets one question w/just four words in it: Is...That...Your...Best? If the answer's 'no' then I think that that is the first step to making great leaders and followers.

Initiated and finalized the requirements and provided budgeting oversight, managing complex and dynamic programs for the Department of the Navy and the Department of Defense with a responsibility of $25 million. Established all strategic goals for a world-wide counter-terrorism program designed to protect our nation from attacks via the maritime domain. Applied the Military Decision-Making Process to support the development and execution of Operational Planning Groups, Table-Top Exercises, and National Level Exercises to craft cohesive all Hazards and Emergency Management Plans and inspected 17-independent locations to ensure emergency management and response compliance per Department of Defense instructions and federally mandated training and education requirements. As the Lead Planner and Policy subject matter expert for the Army Directed Studies Office, provided direct support to the U.S. Marine Corps’ Red Team in support of U.S. government, NATO, and Combatant Commander requirements as the Contract Program Manager. Conducted decision support red team analysis and intelligence analysis in support of the Department of the Army, Department of the Navy, and United States Marine Corps policy, doctrine, and intelligence requirements. As the Planning Team Lead for the Contingency Planning and Infrastructure Management Division at the Department of Homeland Security, advising on the “how to” for the then 21 Sector Specific Agencies. Established the operational requirements and developed the concept of operations and operational plans supporting homeland security requirements. As the Subject Matter Expert for U.S. Navy and Marine Corps business sectors with concentration in operations, training, intelligence, security cooperation, plans, functional and specific strategic and operational analysis.

Fully combat-qualified Marine Aviation Command and Control Officer.Served at all levels of leadership within the Marine Corps’ organizational structure to include administration, operations, training and education, supply and logistics operations, and maintenance. Controlled over $75 million of equipment and material used in garrison and in the field. Intimately engaged in national security and national defense issues, held numerous leadership positions to the highest levels in the Marine Corps and the Department of Defense.Managed, resourced and allocated a $60 million training and education budget for over 117,000 active duty, individual ready reserve, and selected Marine Corps Reserve members serving across the seven National Guard and Reserve components of the Department of Defense. Originated policy, high-level Department briefings, and Service leader testimony impacting Active Duty and Reserve component forces.Developed coherent Reserve component policy and established doctrine applied to the compilation of critical manpower utilization data for the Services, the Joint Staff and the Secretary of Defense.As the Training and Readiness Officer for Marine Forces Reserve, served as the primary liaison to and advocate for Marine Forces Reserve and Reserve Affairs in the planning, procurement, and allocation of training doctrine and training schoolhouse seat allocations, managing over 112,000 training seats for Selected Marine Corps Reserve (SMCR), Individual Ready Reserve and active component Marines.Served as the Training Officer for Marine Corps squadrons and battalions, creating training and education opportunities for junior enlisted, non-commissioned officers, staff non-commissioned officers and officers for enhanced military occupational specialty development.Selected as the “last” Battalion Commander of a Marine Corps anti-aircraft missile battalion.
