UNITED STATES AGENCY FOR INTERNATIONAL DEVELOPMENT (USAID), HQ WASHINGTON, DC is a government agency providing U.S. economic and humanitarian assistance on worldwide basis.As an Executive Officer – Foreign Service, Nairobi, Kenya and Baghdad, Iraq I was charged with directing all support operations for several missions, serving in Washington, DC, Nairobi, and Kenya. Was 1st Executive Officer assigned to establish a new mission during the war in Iraq. Functions included management of HR, IT and communications systems, postal services, warehousing, procurement and logistics, security, and transportation motor pool, as well as office and residential facilities operations and maintenance. Authorized to execute contracts in the name of the U.S. Government.• Created operational presence in Baghdad with the largest support budget in agency history; staffed mission with 200 international and Iraqi personnel, launched all functions from ideas to implementation, including building 23-acre residential and office complex from bombed property.• Directed and planned renovations that created 20% more useable space, allowing for much needed staff growth in Kenya. • Identified and stopped five figure annual loss due to staff theft after conducting audit of procurement records.
