I assumed strategic oversight of a dynamic directorate, consisting of over 65 personnel, and shaped operations for a 1200-strong Joint Special Operations Task Force in the heart of Iraq.In the realm of intelligence, cyber, and electronic warfare, I provided expert guidance and executed operations with precision, strategically elevating our warfighting concepts and capabilities.One of my proudest moments came with interagency collaboration. I assembled and led an extraordinary team, uniting over 60 individuals from 20 different organizations, including DoD, FBI, Treasury, NSA, CYBERCOM, and national assets. Together, we masterminded and executed a multifaceted counter-illicit financial operation, employing innovative strategies and technologies, to effectively counter terrorism.

This endeavor resulted in securing a substantial $135 million in enhancements for Combatant Command intelligence surveillance and reconnaissance (ISR) capabilities.I was also fortunate to advise at the highest levels, providing key insights to the Office of Secretary of Defense Strategic Portfolio Review. Through this role, I fostered robust relationships with pivotal stakeholders like the Defense Advanced Research Projects Agency (DARPA), Intelligence Community, and the US Navy.My journey wasn't just about leadership; it was also about innovation. I was honored to be recognized as a DARPA Service Chief Fellow, where I had the privilege to contribute to groundbreaking science and technology research initiatives supported by the Department of Defense.In addition, I played an integral role in the Net Assessment Working Group, providing strategic insights that helped assess and prioritize the Department of Defense's top 5 priorities.

My success in this role was a testament to strategic resource management and leadership in intelligence manpower. I had the privilege of overseeing the worldwide placement and distribution of 1,500 Naval Officers, skillfully managing a $12M annual budget while ensuring strict compliance with Navy policy.As the primary advisor to senior executives and HR chiefs of 131 organizations, I provided expert guidance on HR strategies, facilitating efficient operations and optimal resource allocation.A significant part of this position was dedicated to intelligence manpower management, where I mentored and counseled over 850 naval intelligence officers, overseeing 60% of the Naval Intelligence Community as their Assignments Officer. I balanced individual career development needs with position-fill requirements, maximizing both personnel placement and budget efficiency.My resource allocation skills shone as I managed the placement of over 1200 validated and funded Navy and Joint Intelligence manpower requirements. Spearheading improvements in the accession pipeline, I served as the Accessions Officer for all annual naval intelligence officer quotas, resulting in a 100% increase in intelligence force shaping selections.Lastly, I led a high-performing federated human resources team responsible for conducting a Senior Officer Operational Screening Board. This ensured the selection of the most qualified officers for key operational milestone positions.

My time as Chief of Naval Operations at the Priority ONE Command was one of my most rewarding. I had the privilege of leading a team that specialized in developing advanced Naval Special Warfare Tactics, Techniques, and Procedures (TTPs). This wasn't just any team; it was a carefully pre-screened, high-performing group of over 40 interservice and intelligence personnel.I was responsible for developing, coordinating, and socializing intelligence preparation for multiple campaign and contingency plans. This ensured a comprehensive approach to mission success.One of the most challenging and rewarding experiences was my role as a Joint Special Operations Task Force Director of Intelligence. I provided crucial intelligence support to over 800 military and civilian interagency personnel. In this capacity, I creatively directed Signals Intelligence, Geospatial Intelligence, and Human Intelligence analysis, which led to the reduction of enemy capabilities during a presidentially directed surge in Afghanistan.
