Recently employed by Blackmere Consulting to address challenges specific to global nuclear cyber threat - Mr. Hoffman retired from the Idaho National Laboratory as a National and Homeland Security - Nuclear Cyber Security Fellow in the Spring of 2021. At that time he was a designee to National Nuclear Security Administration’s (NNSA), Defense Nuclear Nonproliferation (DNN) organization, where he was the contractor lead for the strategic cyber security team advising DNN leadership. Mr. Hoffman spent two and a half years living in the Washington DC area at the request of then Deputy Administrator Anne Harrington heading up a multi-lab effort to assess the impact of cyber threats across the totality of DNN programmatic mission areas. He is a constant contributor to International Atomic Energy Agency (IAEA) consultancies, publications, educational venues and International Physical Protection Advisory Service (IPPAS) missions, and was a primary author of the initial cyber module for IPPAS as well as the later IAEA publication NST-37, Conducting Computer Security Assessments at Nuclear Facilities. Mr. Hoffman holds a Cyber Risk Oversight Certificate from Carnegie Mellon focused on Corporate Board level cyber threat analysis and recently completed a multi-year position providing advisory services to the United Arab Emirates Nuclear Energy Corporation (ENEC) Board Committee on Nuclear Power, he has been a longtime advisor to Nuclear Threat Initiative (NTI) on nuclear cyber threat, the Nuclear Threat Index Report and various publications.
