This included conducted a commercial feasibility study, created a program development strategy and managed the capital works program as well as establishing the operations management framework. I was responsible for managing multiple feasibility studies (including defining scopes, developing budgets and schedules) through the management of multiple engineering companies and contractors, which defined a program of works with a budget estimate of $260M. My most significant achievement was progressing the overall project through a rigorous provincial permitting system to obtain construction and operating permits which enabled the project to commence the implementation phase.
