Houston, Texas Area

As the Office of Information and Technology Continental District IT Director for End User Operations, I am responsible for the delivery of IT services to all IT End Users in the District. I have 5 direct reports and approximately 450 team members across the district in 24 distinct areas of IT operations. These areas include all functions of the VA including healthcare and benefits. I am responsible for leading this major organizational change in the District resulting from the VA's OI&T realignment to ITIL processes and best practices.

As the Region 2 Office of Information and Technology Region 2 IT Director I am responsible for the delivery of IT services to IT End Users in the Region. I have 8 direct reports and approximately 600 team members across the region in 42 Healthcare facilities. In addition to the "normal" duties of leading a large IT organization, I am responsible for leading a major organizational change in Region 2 as a result of the VA's OI&T realignment. Under this change we have transitioned approximately 700 highly skilled IT specialists to Enterprise Service lines and begun our alignment to ITIL best practices.

As the Department of Veterans Affairs (VA) South Central VA Health Care Network (VISN 16) Network Chief Information Officer (NCIO), I lead Information Technology (IT) operations at 10 health care facilities and 62 Community Based Outpatient Clinics (CBOC). VISN 16 operates healthcare facilities in an area of 170,000 square miles, serving 445,000 Veterans annually in Oklahoma, Arkansas, Louisiana, Mississippi, and parts of Texas, Missouri, Alabama and Florida. I am responsible for the development and execution of strategic IT plans and leading the development and execution of facility tactical plans supporting these strategic goals. I am responsible for the supervision and coordination of approximately 240 IT staff members and ensuring the efforts of the staff support the accomplishment of the VA's strategic goals. I am responsible for the development and execution of IT budgets, deployment of human, financial, and physical resources across the VISN.

As the facility Chief Information Officer (CIO) at Veterans Affairs Medical Center (VAMC) Memphis, one of the most complex medical centers in the Veterans Affairs healthcare system, I have successfully guided Information Technology (IT) service delivery operations at a 1.2 million square foot teaching and research healthcare facility. VAMC Memphis IT staff supports the delivery of administrative and healthcare services to over 196,000 patients and 2800 staff at a 33 acre main campus and 10 geographically remote locations. I am responsible for leading the delivery of Information Technology Service Management operations using Information Technology Infrastructure Library (ITIL) and CoBIT best practices to effect the successful attainment of the Veterans Affairs CIO’s strategic goals. My responsibilities include facility strategic and tactical IT planning and developing local policies to attain agency goals in the short and long term. I am responsible for developing viable and attainable measures of performance and methods for reporting and implementing continuous improvement processes. I am responsible for human resource management and coordinating with union officials in managing the local IT workforce.I effectively lead a diverse team of expert and senior level staff responsible for planning, coordinating, and directing all technical aspects of major local and national IT projects and facility service delivery operations. I am responsible for guiding the team in a high pressure environment of constantly changing priorities, declining human and budget resources, and multiple, concurrent, high priority projects competing for these limited resources. The VAMC Memphis team annually services 360+ IT higher headquarters directed action items with a 99.9% on time delivery record and over 19,000 service incidents and request fulfilments with a 95% customer satisfaction rate.
