At a crucial time in border protection operations I was selected as the Executive Officer to the Chief of Staff Border Protection Command to assist in leading key initiatives and multi-agency support concepts, such as:- provide a leading role in identifying and applying mitigation strategies for operational risk against Border Protection Command activities; - generate work area plans and strategies to shape Border Protection Command’s future growth in order to influence capability development; - understudy the Chief of Staff and provide executive support to the Commander and Deputy Commander of Border Protection Command to enable effective Border Protection Operations; and,- Plan, design and delivery of high level multi-agency desk top exercises based on real time scenarios, such as incidents of maritime terrorism and the search and rescue of illegal maritime immigrants.

The key elements of intelligence support I was responsible for include:- produce comprehensive and timely maritime security threat intelligence to inform and shape the planning and conduct of Border Protection Command (BPC) maritime surveillance and response operations;- inform BPC, Defence, other government agencies and government;- provide intelligence product to support longer-term planning and capability development in Australia’s Maritime Domain;- perform as an on-call Intelligence Duty Manager; and,- manage the requirements of a multi-agency Joint Intelligence Group on the occurrence of a significant event.

At the height of the illegal immigration threat I was responsible for providing subject matter expertise, timely and accurate intelligence support to Border Protection Command operations in response to current threat posed by the threat of people smuggling to Australia’s border, more specifically within Australia’s maritime domain. This was achieved through a whole of government approach in order to address the current intelligence requirements of the agency and other stakeholders both nationally and internationally. Throughout my employment at Border Protection Command I spent a total of 15 months acting Director of Intelligence, with my key responsibilities servicing the Commander Border Protection Command as his Principle Staff Officer for all matters regarding intelligence operations.

Role: Provide comprehensive and timely maritime security intelligence and counterintelligence to inform and shape the planning and conduct of Border Protection Command current and future operations. Achievements include: - Establishment of intelligence production plans and requirements- Led and contributed to Whole of Government outcomes through my role as Secretariat for the Threat And Risk Assessment Working Group (TARAWG)- Coordination of the placement of other Government agencies within Border Protection Command in order to develop an all source intelligence environment- Represented Border Protection Command at Whole of Government intelligence forums and planning groups- Established business continuity management program and security policy
Manager Intelligence Operations
Provide expert intelligence advice and inputs in order to support whole of army preparation and training for battlegroup and combat team military operations on war-like service. This involved taking a threat based approach to training, meaning that each exercise was specifically tailored to the current threat and the area of operations expected of that particular deployment. Conduct the role of an exercise planner by designing mission specific training for the conduct of field exercises based on specified training objectives. This role was often performed in demanding environments and under resource constraints, whilst aiming to deliver a high level of outcomes.Major achievements include:- Conduct of in theatre validation tours to assess the threat based training for improvements and alterations prior to delivery- The successful planning of operational deployments in support of combined and joint operations with international coalition partners- Military training delivered within specified training objectives and within resource constraints
