Served as Deputy Chief of the Administrative Law Division, a unit of 20+ attorneys within the Government Bureau representing state agencies and state officials in a broad range of civil litigation. The Division defends legal challenges to state statutes and regulations, suits that challenge state policies and programs, and suits that challenge the decisions of state administrative agencies. In addition to serving as a managing attorney, Rob maintained a caseload focused on representing state human services agencies, as well as several other agencies on labor/employment-related matters.

The Diversity & Inclusion Section provides oversight and human capital for the many diversity initiatives, activities, and programs of the Boston Bar Association. The BBA is committed to advancing diversity and inclusion in the legal profession by honoring exceptional leadership in diversity strategies, offering public service opportunities for lawyers looking to introduce diverse youth into the legal field, and providing valuable mentoring and professional experience to help retain a diverse population of lawyers in Boston. Active committees include: Committee for Attorneys with Disabilities, Affinity Bar Relations Committee, Education Committee, Mentoring Committee, Outreach & Current Affairs Committee, Pipeline & Recruitment Committee, and Retention & Promotion Committee. A Steering Committee, co-chaired by Kevin Nolan and Rob Quinan, oversees the activities of all D&I committees.

I served as co-Chair of the Public Law Section.

I managed the DCF Central Office legal unit with responsibility for all appellate litigation and most tort, contract, employment and G.L. c. 30A litigation. I also furnished ongoing legal advice to the senior management of the agency. I directly supervised five permanent staff attorneys, several temporary or volunteer attorneys, two paralegals, and many student interns.

At Bingham, I engaged in a general commercial litigation practice, with experience inter alia in tort, contract, employment and employee benefits litigation. I did a short rotation in the Plymouth County District Attorney’s Office. I also served 3 years as pro bono coordinator for Bingham's litigation department and supervised associates and paralegals on pro bono matters.
