Led an international team in the management and execution of Aviation, Defence and Logistics support contracts across SNC-LAVALIN’s global footprint. Led the joint venture in the execution of the Canadian Armed Forces Contractor Augmentation Program (CANCAP II) contract supporting CAF missions abroad. Joint venture executive project and contract authority for the design, procurement, warehouse leasing and public-facing activities for the delivery of Mobile Respiratory Care Units for COVID-19.

Responsible for Canadian Armed Forces Contractor Augmentation Program (CANCAP II) contract management, international aviation services (ACMI) contract management and business development.

Selected as the senior advisor to the Canadian Defence Attaché on materiel-related agreements, policies, regulations and processes within the Canada / US Defence sector relationship. Portfolio included business planning, budget management, hospitality investment and regulatory compliance, investigations, and event planning. Primary Acting Canadian Defence Attaché as needed. Provided stabilized leadership to 50 staff delivering diplomacy within the diverse international community and supporting 450 CAF personnel and their families living within the continental US. • Accredited diplomatic representative of Canada to the US Defense Intelligence Agency. • Relied upon to liaise with DND Materiel Group and Strategic Joint Staff and several principal offices within the US Department of State, DoD, and Department of Commerce in the interests of Acquisition, Technology and Logistics, Defense Trade Controls, industrial Security, and for Defence industry stakeholders. • Served as Vice Chair International Defense MOU Attaché Group, member Defense Attaché Association, and President- Service Attaché Golf Association (SAGA).

At 1 Canadian Air Division Headquarters, held the reins for Equipment Maintenance, Supply Chain, Transportation, Foods Services, Ammunition & Explosives, and Deployment Planning staff support to RCAF units in Canada and abroad. Co-Advised RCAF on the CAF Logistics Branch for career management and succession planning of Logistics Officers to the rank of Lieutenant-Colonel. Chaired the RCAF Support Advisory Group.• Directed transportation fleet management for aerodrome maintenance and safety, Supply Chain policies, and procedures in support of aircraft fleets and navigation aids, including warehousing and distribution, spares management, and aviation fuel management.• Lent insight to various DND, Public Works, and Government Services Canada authorities on logistics policy and support issues such as business planning, occupational structure, contracting, training, and employment.

Again due to diplomatic leadership style, held two important roles. Appointed as the Canadian Defence Attaché to the Government of the Islamic Republic of Afghanistan. In tandem, appointed as the senior military representative to NATO and the International Security Assistance Force – Afghanistan. Planned and coordinated several high level Ministerial, Deputy Minister, Chief of the Defence Staff, and VIP official visits to the Canadian Embassy and Afghanistan.• Without exception, delivered the highest standards of professionalism and protocol in supporting the Canadian Ambassador during official functions, meetings, hosted events, and calls upon the President and senior officials within the government of Afghanistan and other foreign dignitaries and principals.• Made strong contributions to Canada’s outreach objectives in Afghanistan, including the Canada-sponsored training of Afghan National Security Force personnel, 2014 Presidential election monitoring, Development funding investment, and Green Zone cooperative security enhancements.• Achieved Afghan government and allied support to CAF in Afghanistan, successfully acquired critical information and operational support in Canada’s strategic interest. Forged and maintained symbiotic relationships with allied and international representatives.• Conceived and spearheaded the interim development of the green space reserved for the new Canadian embassy in Kabul into an emergency helicopter landing site for medical and security evacuations of Green Zone partner embassy and Non-Government Organizations personnel.• Played a decisive leadership role on behalf of the Department of Foreign Affairs, Trade and Development. Already having repatriation experience, achieved the repatriation via CAF aircraft of two Canadian civilians killed in a terrorist attack in Kabul with efficiency and sensitivity.

Commanded, from Ottawa, the 800-strong military and civilian team delivering the strategic warehousing, life-cycle management and distribution across Canada of all Canadian Forces supplies and equipment at supply depots in Montreal and Edmonton and ammunition and explosives at ammunition Depots in Bedford, NS; Angus, ON; Dundurn, SK; and Rocky Point, BC. Worked with a $16M annual spend. • Strong collaborative skills between Canadian and US government officials paved the way for problem resolution and continuation of maintenance and supply spares agreements for the Royal Canadian Navy’s Mk-46 torpedo.

With a team of 12, managed the full scope of business requirements (e.g. policy development, requirements planning, key stakeholder synergy development, and project management) for materiel and assigned logistics services to the CAF and DND. Blueprinted DND’s strategic level policy and doctrine for Supply, Transportation and Foods services.• Chaired NATO’s multi-national and multi-disciplinary Information Management Group Committee. Kept meetings focused on planning, scoping and project management of new IT systems and capabilities. Built strong relations while attending the bi-annual meetings in Brussels, Belgium; Bath, UK; and Virginia Beach, VA.• Designated as the Project Lead for the Government of Canada’s sale of surplus armoured vehicles to the Government of Uruguay, including site visits, contractor relations, training support, and issue resolution.

Shoulder tapped to support Canadian Expeditionary Forces Command. Advised on personnel services for the planning, deployment, employment, and sustainment of all CAF operations. Coordinated matters within the realm of Mortuary Affairs and Honours and Recognition. Hand picked to Entrusted as departmental liaison to MacKinnon and Bowes - the mortuary affairs service provider for the Government of Canada for the preparation, repatriation, autopsy and funeral planning of military personnel killed in Afghanistan.• Navigated the Canadian Expeditionary Forces Command Crisis Action Team in response to deployed operations accident, incident, death and injury occurrences. Supported more than 1800 Afghanistan-based and 250 globally- deployed personnel.

As a central figure of the Wing’s executive team, steered the performance of 800+ military and unionized civilian personnel. Scope of accountability spanned the delivery of supply, aviation fuel, transportation, traffic, aerodrome maintenance, engineering maintenance, construction engineering, fire services, airfield engineering, telecommunications, general safety, and food services support to the Wing’s 5 operational flying squadrons. • Judiciously managed an $80M budget with sufficient flexibility to respond to the Wing’s elevated NATO and NORAD deployment readiness posture, urgent operational requirements, and imposed mid-year reductions.• With respect and sensitivity for all, worked closely with union shop stewards to harmonize military and unionized workforce responsibilities and relations. Actively engaged in forming a productive and cohesive setting. Co-chaired union/management meetings; chaired multi-level grievance and disciplinary hearings; chaired the Return to Work Committee and Workplace Improvement Committee. Presided over work description reviews.• During a busy 6-month deployment to Camp Mirage in the Persian Gulf, triple-hatted in critical functions.- Officer Commanding Logistics Support: Ensured reliable Supply, Transportation, Engineering and Food Services needs to the Theatre Support Element and RCAF support hub for Afghanistan’s OPERATION ATHENA. - Camp Mirage Support Liaison Officer: consulted with host nation military installation for local support agreements, the loan of aerodrome support equipment, and the coordination and approval of Camp Mirage capability development. Project Officer: Deftly negotiated with host nation, defined principals and Environment Canada regulatory compliance for site remediation upon the release to the environment of a significant quantity of aviation

Working out of NDHQ as the RCAF Logistics Officer occupation’s “Career Manager”, directed all required administration. Handled recruitment planning, work assignment, promotions, and postings for 400 RCAF members in training and operationally employed.
