Manages the development, product support and deployment efforts for the CDC's Message Subscription Service (MSS) application which utilizes Rhapsody as a tool for managing Electronic Lab Reporting (ELR) and Case Notification (CN) Health Level 7 (HL7) messaging in supporting government sites across the United States with the National Center for Public Health Informatics (NCPHI) in the Division of Integrated Surveillance Systems and Services (DISSS).Manages development efforts and followed the System Development Life Cycle (SDLC) methodologies in the creation of a Service Oriented Architecture (SOA) using web-services as a redesign of the MSS application using HTML, JAVA and JBOSS.Built relationships across multiple divisions and coordinated and interfaced with 30+ state partners across the US in the implementation of MSS in the support of integration efforts and coordination of technical support resources to implement the tools for managing HL7 messaging with their local Staging and Production environments for ELR and CN.Conducts weekly conference calls with the states to meet project goals and objectives for managing ELR and CN messaging and the primary contact for providing facilitation and guidance during the project life cycle to meet their business requirements.Responsible for managing the deployment and product support teams to ensure the customer requirements are met utilizing the MSS functionality in support of messaging requirements and configurations.

One of the key IT project managers of an $18M program and responsible with the overall redesign of network and system infrastructures to replace the Aspect system for the Customer Care Division with Cisco VoIP solutions through TekSystems for Cox Communications.Managed the integration of building a centralized location in Atlanta and redundant systems in San Diego to support the applications with the building of over 200+ systems.Managed the network infrastructure redesign for each of the locations to replace, enhance or modify their existing networks to meet the application requirements.Planned and developed detailed project plans, budgets, status reporting and coordination of team meetings to meet project goals and objectives. Managed the overall projects supporting the splitting of the corporation which involved network and system infrastructure migration and implementation to an MCI outsourced facility for a major insurance risk management provider through Matrix Resources for Sweet and Crawford Insurance.Managed the migration of the Email application to Lotus Notes through coordinating with third party providers.Coordinated the efforts for their network and server infrastructure to ensure that schedules were met and migration strategies were maintained.Developed detailed project plans, budgets and worked with third party vendors for application and system procurements.

Responsible for leading, managing and directing the design, development, testing, documentation and deployment of mission critical applications that required high availability solutions and disaster and recovery plans within a 24x7 secure Data Center operations environment that supplied management of systems, applications, networks and secure data integrity for CDC's Mid-Tier Data Center (MTDC) program.Coordinated with Program Management Office (PMO) within CDC which supported the Information Technology System Operations (ITSO) divisions' Director of IT, Operations Branch Chief and Project Officers for reporting the overall project management, deliverables and updates specific to the application migrations.Interfaced with all levels of management and application teams to build customer relations which required the overall sales and services of MTDC within the various divisions for continual migration strategies and process development which took the department from 7 to 27 applications supported in a Dell SQL server environment in one year.Implemented the Information Technology Infrastructure Library (ITIL) processes and methodologies and developed Service Level Agreements to ensure customer available measurements were set to support the mission critical systems within the MTDC environment.Developed and managed all of the cost estimates and ordering for enterprise applications requiring hardware and software for the system implementations.
