About Robert Cohen

I’ve been a lawyer since I was 30 years old. But my training began when I was barely a teenager listening to my grandmother tell stories about her legal career. In 1930, she became the first woman to graduate from University of Arizona’s School of Law. She had fled from Eastern Europe only 12 years earlier and soon found herself in Tucson, Arizona by way of Paris and Detroit.The stories could be rapturous: defending John Dillinger in a civil matter (and receiving his blue Packard as a partial payment); representing a cattle rustler who also happened to be a woman; the time when one of her law partners was murdered in his office. But what resonated most with me as I became older were the stories of her career as one of the very few women lawyers in Arizona. She grew a successful law firm and later became the first female County Attorney in southern Arizona. She was a tremendously effective lawyer who earned widespread admiration and respect.As I began my law career, I came to realize that these stories were, at their core, about understanding. Of course, understanding the law and the facts is critical. But many times the law provides only part (albeit a critical part) of the solution. Just as important is understanding people—clients, adversaries, and colleagues—what they want, what they need, their hopes, their concerns. Being a good lawyer often involves more than being a tenacious advocate—it means being a partner, a collaborator, a counselor.In the twenty-plus years of my legal career—whether working on multi-billion dollar lawsuits, representing private equity firms and multinational companies, litigating on behalf small business owners, employees and creatives, or leading a team of New York State ethics lawyers—I have kept the lessons I gleaned from my grandmother close. Appointed to serve as a Commissioner on the New York State Joint Commission for Public Ethics ("JCOPE"). From 2011 to 2022, JCOPE was New York State’s chief ethics agency. JCOPE was led by 14 Commissioners who were appointed by the Governor and Legislative Leaders of the New York State Senate and Assembly. JCOPE's day-to-day operations were handled by a staff of more than 50 people, including attorneys, investigators,auditors, filing specialists, and administrative staff.JCOPE had jurisdiction over more than 250,000 officers and employees at New York State agencies and departments, the four statewide elected officials (Governor, Lt. Governor, Attorney General, and Comptroller), members and employees of the Legislature, and registered lobbyists and their clients.JCOPE performed a variety of functions. It promulgated regulations under the State’s ethics and lobbying laws and oversaw mandatory disclosure regimens for certain individuals and entities under its jurisdiction. JCOPE also had audit and enforcement functions, including the ability to undertake investigations, issue subpoenas and impose penalties and fines for violation of the State ethics and lobbying laws. Finally, JCOPE provided information, education, and advice regarding ethics and lobbying laws.

Hired at the inception of JCOPE as part of the senior leadership team reporting to the Director. Managed a team of 3-5 attorneys together with additional dotted-line reports. Developed and implemented, in conjunction with the Director and other senior leadership, priorities, goals, and processes for the new Commission.Frequently delivered presentations to, and provided legal advice for, the Commissioners on a variety of regulatory, legal, and investigative matters. Drafted, for consideration by and approval of the Commissioners, statewide regulations (including new regulations for one of the country’s most comprehensive lobbying disclosure laws) and formal advisory opinions interpreting and applying New York State ethics and lobbying laws and regulations. Led, with the Director of Investigations, major investigative matters, including a months-long investigation into Vito Lopez, a former Assemblyman from Brooklyn who served in the Assembly for nearly 30 years. The investigation and subsequent report led to his resignation from office.Developed statewide educational materials used by thousands of persons as part of mandatory ethics and lobbying compliance training. Developed and presented CLE-accredited workshops on various new regulations issued by JCOPE.
