Devised and implemented an innovative, non-traditional all-source analytic methodology to identify adversarial economic and counterintelligence threats to the Defense Industrial and National Security Innovation Bases, contributing to the mitigation plans of Intelligence Community partners, 3 FBI interagency working groups, and 1 NCIS task force through continuous engagement and information exchange with law enforcement and counterintelligence stakeholders. Analyzed, evaluated, and integrated all-source intelligence data involving potential technology transfer and counterintelligence risks to critical Navy assets and programs, recommending appropriate courses of action through intelligence product dissemination to mitigate vulnerabilities and improve protection efforts through relationships with intelligence, counterintelligence, analytical, and law enforcement personnel.Authored 3 information memorandums on study findings, of which 1 advised decision-making for Navy Intelligence leadership at a National Security Council meeting and another was requested by the Chief of Naval Operations in preparation for Congressional testimony.Developed and executed a 3-phase strategic planning initiative for a significant new Navy Intelligence analytic cell resulting in the identification and codification of critical stakeholders, formal and informal mandates, a mission statement, nine strategic goals, and 16 leading indicators supporting the National Defense Strategy and Navy Intelligence lines of effort.Led 2 contracted studies totaling $1.6M covering artificial intelligence and quantum computing and communication including planning and coordination efforts with critical stakeholders that increased efficacy and focus of in-depth commercial sector information. Studies received attention and apprised policy decisions and actionable protection efforts concerning national security equities throughout the USG.
