Budget Lead for the Florida PALM Project which is the replacement project for FLAIR and Cash Management System. Position deals with complex policies and procedures associated with the implementation of the State’s new financial management system. It requires functional knowledge of FLAIR and other FFMIS subsystems and general knowledge regarding financial management practices and procedures. Position exercises independent judgment in formulating or assisting in the formulation of policies and procedures that affect budgeting, accounting, auditing and reporting of public funds. Extensive knowledge of Florida Statutes and Rules is necessary to develop and direct the policies and procedures used to implement a new accounting system.

Through the years, we have developed a scouting database of basketball college coaches, in which we market our players to these coaches on a regular basis. Serve as budget analyst for agency’s Prevention Program. Duties include develop agency operating budget, spending plans, rate reports and prepare budget amendments. Reconcile program operating budget with state account balances. Upload and maintain allotments, appropriation, and releases. Review and monitor contracts and grants awarded in all budgetary aspects. Complete PAR analysis for personnel actions, review cash reports, track legislative bills and prepare analysis. Assist in the development of Agency LBR and take lead on Prevention Program, including all schedules, exhibits, CIP and LRPP.

Provide direction and management of the financial management, procurement, contract management, human resources, billing/invoicing, cash management, operational management and administrative services of assigned staff. Oversee the development of the agency Legislative Budget Request, Long Range Program Plan, Schedule IVB & IVC and cost allocation plan. Evaluate recommendations contained in operational, financial, and program audits as they relate to information technology issues. Serve as Governor’s Office and Legislative liaison, review legislative initiatives by preparing policy and fiscal analyses of proposed and enrolled bills. Monitor progress of legislation, committee meetings and other legislative activities. Develop and make presentations, attend Legislative committee meetings, Southwood Shared Resource Center Board and Finance & Budget Workgroup meetings. Communicate with Governor’s Office and Legislative staff to respond to inquiries and provide information as needed.
