Formulate and coordinate implementation of projects under the programme on Enhancement of Governance and Enabling Environment in the ICT sector (EGEE-ICT) for the Eastern Africa, Southern Africa and Indian Ocean (EA-SA-IO) Region. The EGEE-ICT Programme is a Tripartite COMESA-EAC-SADC programme, funded by the European Union, and whose objective is to support ICT development and regional integration in the 29 beneficiary Member States through the implementation of harmonized ICT policies and regulations. Accomplishments include (i) formulating the terms of reference and subsequently supporting the procurement and implementation of several consultancies, including study and model policy and regulatory frameworks for roaming, interconnections, study and model policy and regulatory frameworks for optical fibre infrastructures; study on baseline survey and stakeholder mapping, study on e-commerce, and study on technical assistance to regional ICT sector associations; (ii) organizing and facilitating stakeholder validation workshops for baseline survey and e-commerce studies; (iii) preparing progress reports, annual work plans, and budgets.
