Supervisory position administering and conducting a variety of adjudications pursuant to the Administrative Procedure Act arising under both state and federal law. Primarily responsible for supervising a group of Attorney/Administrative Law Judges in the Baton Rouge Office and the New Orleans Field Office, and support staff, for statewide administrative hearings. Served as an active Administrative Law Judge in addition to management responsibilities. Duties included oversight of and conducting of hearing in all areas of law for all administrative agencies in the State, and federal programs administered by the State, requiring the ability to become familiar will all aspects of multiple areas of state and federal regulatory law. Also assisted General Counsel with litigation involving the Division of Administrative Law, including drafting and reviewing of district court and appellate proceedings.

Independent adjudicatory board established by the Legislature under Constitutional Authority to conduct all administrative adjudicatory proceedings resulting from ethics charges brought by the Louisiana Board of Ethics. As presiding judge, managed a panel of three administrative law judges selected to serve on the Ethics Adjudicatory Board. Responsible for conducting telephone conferences, managing proceedings, conducting motion hearings, conducting hearings on the merits, and drafting and issuing decisions and orders.

Responsible for all in-house legal matters and client consulting on regulatory compliance issues; training program development and delivery; management of operations and personnel, including: ▪ Contract negotiation and review▪ FLSA and EEOC compliance▪ Ensuring regulatory compliance in all aspects of company operations▪ Consultation with outside counsel on corporate legal matters▪ Development and implementation of corporate safety, health, training, and compliance programs▪ Advising clients’ legal counsel on regulatory issues▪ Development and implementation of abatement strategies following OSHA enforcement actions ▪ Directing corporate operations in the Middle East, including direct handling of regulatory, safety and health, and training issues for government and government/private joint ventures in the chemical and oil industry ▪ Management of all corporate personnel provided for industrial consulting and rescue operations nationwide ▪ Development and oversight of application, acceptance, and subsequent participation in OSHA’s Voluntary Protection Program (VPP) ▪ Representation on national consensus standards committees, including ANSI, NFPA, and the Society of Professional Rope Access Technicians • Development and delivery of training programs (including confined space rescue; structural rescue; industrial rope access; tower climbing and rescue; fall protection; confined space program management; regulatory compliance, and other safety and health related programs) ▪ Review of all training programs, lesson plans, and course materials
