Oversee all operations of off-street parking, including policy, planning, capital improvements and operational supervision for 22 off-street parking facilities with 15,000 spaces that generate $90 Million in annual revenue for the city. Responsible for installing state of the art PARCS (Parking Access and Revenue Control System) hardware and software, and Validation Programs at all 22 off street parking facilities owned by the City of San Francisco. This PARCS project was one of a kind in size and had multiple variables (22 different locations tied to the same private fiber network) and challenges. Every facility maintained full operations during construction, rebranding and testing phases (before Covid, final two facilities were closed until install). • Installation of fiber-optic-network infrastructure to connect all facilities to a central monitoring station.• Design and construction of required civil, electrical and other infrastructure upgrades required to support the new PARCS (e.g. entrance islands, pads for pay-stations, conduit, etc.).• Development and commissioning of new online real-time reporting platform.• Updating of branding and signage.• Creating new SOPs with regard to revenue collection and validation programs• Work with other city departments and community stakeholders on issues related to parking policy and operations including, City Attorney, Controller, Treasurer, Risk Management, Real Estate, Planning, Rec & Park, Public Works, Police, special-event venues, CBDs, merchant and homeowner groups.• Work with team of analysts to conduct oversight of contracted parking-management companies including: ensuring compliance with applicable laws, codes, ordinances and policies; expense/budget monitoring, safety/maintenance inspections, review and approval of repair and maintenance projects, customer-service monitoring, etc.
