Management of the Weatherization Assistance Program for Strafford County, NH. Strafford CAP is the sole conduit of energy efficiency money for low and moderate income households in Strafford County with oversight from the Department of Energy and our energy partners at Eversource, Unitil and NH Electric Co-op. Devised and implemented a strategic plan to increase production and field capacity by adding additional staff and contractors, improving relations with state, local and non-agency personnel, developing a forward pipeline management system and redesigning the department accounting and tracking systems. Implemented the use of Energy Index Scoring to guide site improvements and provide accurate test-in and test-out analysis. Created a perpetual pipeline philosophy independent of funding cycles which provides flexible leveraging options and more robust production. Centralized all agency auditing activities and relaxed change order procedures for swifter completion rates and improved workflow efficiency. Reduced annual site deferrals from 10 to 1 by leveraging non-energy efficiency funding made available by HUD and private donations. Implemented project tracking and accounting methods that produced significant financial growth for the agency. Developed new partnerships within Strafford County which strengthened and positioned the program to receive additional funding diverted from other counties within New Hampshire. Currently managing multiple large projects where CAPSC is delivering over $2m in energy efficiency rebates. Along with a baseline workload of 20 single unit jobs per month, Strafford has seen a production increase of over 400% since 2017. Exceeded 2019 Eversource production target by 260%.
