The Chief, Rail Design and Construction, reports to the Executive Director, and is responsible for the systemwide capital project delivery and engineering initiatives for the Peninsula Corridor Joint Powers Board (Caltrain). This position is also responsible for developing and implementing capital program delivery and engineering long and short-term initiatives consistent with the Caltrain Business Plan.

Direct and manage all aspects of design, construction, contracting, diversity, and financial performance for major and ongoing capital projects across five (5) departments (Buildings, Civil and Special Projects, Stations and Guideways, Systems Engineering, and Vehicle Engineering) with annual capital budgets over $150 million. Direct and manage the Design and Construction Support Services teams (Agency Architect, Agency Structural Engineer, CADD Services, and Inspection Services) including the division's design criteria, technical and special specifications, manuals, process, procedures, and training programs. Primary responsibility includes managing project delivery and overseeing department directors and their respective teams. Ensure TriMet's business-oriented construction plan and approach are well-designed, effectively executed, and completed safely, on time, and within budget. Supervise directors, project managers, design managers, resident engineers, and construction managers. Coordinate consultant resources and assign staff to ensure timely support and expected progress on projects are met. Coordinate and negotiate multi-party, funding, and intergovernmental agreements with federal, state, and local agencies, associations, businesses, utility companies, railroads, and other organizations. Actively leverage a diverse portfolio of work with a focus on the team's career and leadership development. Through effective leadership, create an atmosphere of meaningful engagement and empowerment that provides opportunities to grow the skill, knowledge, and ability of the next generation of strong technical experts, project managers, and effective leaders.

Director of TriMet's largest-ever capital project, the $1.5 billion Portland to Milwaukie Light Rail Transit Project, which was completed on time, under budget, and with no contractor claims. Project included a 7.3 mile light rail extension from downtown Portland to unincorporated Clackamas County, had 14 separate funding partners, 10 stations, 10 aerial structures including the award winning Tilikum Crossing, and 18 light rail vehicles. Project delivered new facilities for Maintenance of Way, Facilities Maintenance, and Rail Equipment Maintenance teams. Project also included an internal restructuring to improve operational efficiency by combining different functions spread among four buildings into two, creating both a designated Administrative Headquarters and Operations Headquarters. Had primary responsibility for entire project from the beginning of preliminary engineering through revenue service. Responsible for and managed overall project staff, cost, schedule, and scope. Responsible for internal and external communications on project issues and coordination with third parties. Represented project to outside agencies and interests including the Federal Transit Administration and other federal, state, and local agencies. Had executive level role for agreement negotiations and dispute resolution with contractors. Effectively managed a diverse group of internal, external, and jurisdictional partner teams and met or exceeded every metric of project success including safety, quality, budget, diversity, inclusivity, environmental stewardship, community and stakeholder engagement, and economic revitalization.

Had primary responsibility for all design and construction contracts for the $220 million Portland Transit Mall Project, which was completed on time, on budget, and with no contractor claims. Project included installation of light rail along the entire length of 5th and 6th Avenues in downtown Portland. Responsible for and managed Mall project staff, cost, schedule, and scope necessary to effectively deliver the project. Responsible for internal and external communications regarding project issues, and coordination with third parties. Had top management level role in negotiations and dispute resolution with contractors.

Responsible for planning, design, and construction of very large, complex, high-profile, politically sensitive, high-risk public works projects with significant capital budgets. An example of one of these projects was the $57 million Portland Aerial Tram. This highly political, public-private partnership project was six months into construction, over four months behind schedule, faced millions in delay damages, and was millions over budget when it was assigned to me. Through effective change management and leadership the project overcame these significant challenges, opened on time, and has become a Portland icon. Consistently delivered successful projects. During nearly fifteen (15) years as a Senior Program and Capital Project Manager at the City of Portland, all projects under my control were delivered on time, on budget, and with no contractor claims demonstrating a solid knowledge of construction, project management, budgeting, estimating, cost control, and scheduling. Successful delivery of these very large and complex projects also required strong leadership, interpersonal communication, and teamwork skills. Developed strong working relationships with regional partners, stakeholders and organizations, including the Oregon Department of Transportation, TriMet's Bus and Rail Transportation, Portland Streetcar, Metro, Portland Development Commission, and the Port of Portland. My projects supported all modes of transportation, stimulated job creation, and balanced the divergent needs of neighborhood livability with those of the business community.
