Project/Program Manager and Electrical Engineering Branch Manager• Program Manager responsibilities include managing multi-discipline projects following PMBOK principles. Roles regarding initiating, planning, executing monitoring/controlling and closing with direct interface with stakeholders and Contract administrators.• Electrical Engineering Branch Manager responsibilities includes managing engineers and designers for successful completion of work assignments in the areas of Navigation/Integrated Bridge Systems (IBS),/PLC Ship Control Systems and Power Distribution and Controls. Interfaces direct with Clients including MSC, NOAA, USCG, US NAVY and their contracting representatives.

Project Manager• Project Manager responsibilities include managing complex projects in commercial environment including establishing and managing the Project Management Office (PMO), Duties include project scoping, scheduling, client interface. Reporting duties include cost, quality and risk control using Earned Value Techniques. Project plan development, budget management, and resource management are responsibilities with reporting to Senior Management for progress and profitability. Coordinates team meetings to maintain quality communications that keeps team focused on quality project executions. MMSC is a 100M+ Naval Combatant vessel with Lockheed Martin as the Prime Contractor for construction and Mr. Bartee has managed program elements for Functional, Transition, Detail Design and Change Management exceeding >$30M in managed funds (T&M, T&A, CPFF and fixed price Contracts)

Robert has worked in the marine engineering field since 1979 beginning with design services in the area of electrical engineering in support of the US Navy small craft department (now CCD). In 1992 he joined Donald L. Blount and Associates, Inc. Since the beginning Robert has been significant to the growth of DLBA from 3 people to over 30 people during the strong economy. DLBA has maintained a staff of highly skilled professionals providing engineering support and State of the Art designs for a wide customer base. DLBA works on all levels of scope for its customers.DLBA being acquired by Gibbs & Cox in 2015 has allowed Robert to re-engage in Navy projects a Senior Electrical Engineer supporting Power and Lighting, Communications and Combat Systems. Robert maintains his efforts as Design Managers for New Projects in the yacht and commercial business sector.Vice President/Chief Operating Officer• Vice President responsibilities included staff selection, training and management for various projects in the marine field such as production design support, conceptual development, structural analysis and systems design. As Vice President, fiscally established rates and was responsible for meeting budgets and corporate financial goals. Design management tasks maintained for high profile advanced technology vessel design and construction contracts.• Program design manager and Design Authority for Special programs including 50m gas-turbine motor yacht utilizing six gas turbines in a COGAG arrangement; Design of ~100m high speed all gas turbine driven institutional yacht, maintenance and heavy conversion of 42 – meter gas turbine yacht. As Design Authority, coordination between classification societies, machinery suppliers, shipyard and vendors to ensure compliance with the contract specifications.
