Contractor SE&I support to the Management Services and Operations (MS&O) SE&I Government representative, responsible for identifying and leveraging SE&I best practices across the enterprise to standardize and document MS&O architectural decisions. Worked with the Data Center Management Office (DCMO) to identify facility infrastructure requirements for C2S and Data Center as a Service (DCAAS). Worked with SED to baseline the current NRO Mission Ground Station facility architecture and ensure MS&Os operational requirements are captured. Interfaced with acquisition elements throughout the NRO to ensure MS&O-operated critical facility infrastructure systems are fully employed against the NRO's mission of intelligence collection. Oversaw the engineering milestone and transition preparations beginning from requirements through acquisition to delivery and operational acceptance. Supported the development and execution of the MS&O's Strategic Planning and Roadmap activities working with NRO offices to ensure MS&Os strategic objectives are in alignment with the NRO Strategic Architecture.

Directed by Information Management Systems to serve as the program manager to develop and deploy a new web based application to replace a completely manual legacy special access approval process by identifying web service capabilities in the sponsor organization that could be leveraged to address this business area using a LEAN Agile approach.Member of a sponsor SAFE agile team that operated on two week sprints and 90-day program Increments (PI). Responsible to conduct BPA workshops that were identified at each 90-day PI and develop epics, business needs, and user stories for the customer to assign to the various development teams in the customer agile train. Planned and facilitated more than 50 separate BPA workshops and personally authored seven separate TO BE process workflows and 37 epic write ups with their associated 700 plus user stories. Created a SharePoint site to document and track the individual 700 plus user stories in the sponsor SAFE agile train. This work product formed the basis for all the development work undertaken by the customer to deliver a web based end to end enterprise information management system for the sponsor.Tasked with standing up a new business application development office in Agency Business Systems by developing a Program Management Plan, Configuration Management Plan, Engineering Review Process, Change Management Process, and an agile application development methodology using the sponsor Program Management Framework process as the basis for the tailoring the office governance documents to accommodate an agile development methodology.Conducted BPA activities to establish an enterprise Information Technology Service Management capability based on the Information Technology Infrastructure Library (ITIL) framework to develop IT Service business rules and processes.
Dod National Space Systems Architect (Nssa)
Based on the experience of NSSA government personnel participating in NRO P&A led decision support efforts, NSSA contracted with me to develop and operate a similar NRO P&A Decision Support Service of Common Concern for NSSA. Additionally, NSSA asked me to develop and teach a three-day SE&I best practices course to all NSSA personnel. I operated the NSSA Decision Support Service for four years until it was transitioned to the NSSA SETA contractor.
National Reconnaissance Office
Provided SE&I support to Plans and Analysis (P&A) as a subcontractor to develop and operate the P&A Decision Support Service of Common Concern. This service provided disciplined, structured, repeatable decision support analysis to managers across the IC. Member of a 4-person team responsible to operationalize the Analytic Hierarchy Process, Multi Attribute Utility Theory, and marginal benefit cost analysis using pareto optimality to support resource allocation and portfolio management. Participated in numerous NRO decision support efforts leveraging the decision support tools and process introduced into the NRO culture. Conducted Business Process Analysis (BPA) activities for NRO Overhead Collection Communication Architecture, Overhead IMINT Architecture, Overhead SIGINT Architecture, NRO source selection process.
National Reconnaissance Office
Deputy Chief of the System Analysis Staff (SAS) in the Data Communication Group responsible for a 100+ person System Integrator (SI) team comprised of 4 separate segment contractors and a staff of 7 government personnel. SAS was responsible for managing all SE&I functions in support of the office and ensuring the end-to-end mission performance of the System. SAS developed and maintained the system requirements allocation baseline for the separate system segments, the enterprise change management process, the master schedule, and risk program for the Office Director. SAS was responsible for the conduct and approval of all System Engineering Reviews across all system segments.
