While supporting over a dozen different projects, I have built many complex cost models in Excel and Visual Basic and have designed many large relational databases. Though my skills have been in high demand, I have focused on the needs of my customers, resulting in innovative ideas, thoughtful analysis, time-saving tools, and countless presentations. I have led many projects, while teaching and mentoring less experienced analysts. Currently, I am leading projects supporting the Ohio Replacement Submarine, the Coast Guard Offshore Patrol Cutter, and a foreign shipbuilding program. In addition, I serve as a resource to several other projects. The following are some of my significant projects while working at Technomics:• OHIO REPLACEMENT SUBMARINE: Led the team in reviewing Design for Affordability initiatives proposed by the shipbuilder by benchmarking assumptions against known actuals, assessing the basis of estimate, and asking questions of the shipbuilder. In addition, we developed two independent methodologies to crosscheck the government’s Non-Recurring Engineering estimate. • COAST GUARD OFFSHORE PATROL CUTTER: Led the team in developing and maintaining the Project Office Life Cycle Cost Estimate (PLCCE), including development, acquisition, and operating and support. The estimate required Cost Estimating Relationship development, a complex cost model, risk analysis, reconciling the estimate with an Independent Cost Estimate, and presenting the cost estimate throughout NAVSEA, Coast Guard, and DHS senior leadership.• PERFORMANCE-BASED COST MODEL (PBCM): Developed a Submarine PBCM and a Surface Combatant PBCM, each allowing an analyst to estimate the total program cost in minutes, based on only a few performance inputs. These projects required data collection, relational database design and implementation, parametric nonlinear regression, an intricate cost model, and briefings to NAVSEA cost and technical leadership.

Led a research project for the Office of Naval Research (ONR) that studied the launch and recovery of the Remote Minehunting Vehicle (RMV) off the Littoral Combat Ship (LCS). We developed methodology to analyze and assess current staffing and schedule projections, built a model that calculated the expected duration of the process, and documented all of the methodology and results in a textbook format.

Maintained shop priority and tracking sheets on a daily basis; reviewed and identified issues for finished jobs in material requirements planning system; received vendor quotes and price changes and entered them into purchasing system; and reviewed and accumulated material certification sheets for turbine piping.

Used Visual Basic to write programs to aid network maintenance, paperwork generation, and database manipulation; developed a Job Safety Analysis for each job in the sheet metal department; and used Pro/ENGINEER to draw parts to be used in production.
