I served the Environmental Compliance Manager and Site Safety and Health Officer (SSHO) for the design-build Federal Way Link Extension, a $1.27 billion light rail project from Seatac, WA to Federal Way, WA. At the same time, I also provided oversight on the E360 East Link Extension in Redmond, WA and served as the SSHO for the project.

While ramping up the Federal Way Link Extension Project's environmental program, I was also responsible for a Kiewit-Hoffman joint venture job in Redmond. It is a light rail project under construction for the past three years. My responsibilities include writing plans for environmental compliance, waste management, training of staff and craft personnel, daily field inspections and reports, coordination with the client on environmental matters related to the EIS, specifications, and permits, and working with our Certified Industrial Hygienist to protect the health of our employees in areas of potential contamination. I trained/mentored two different new environmental hires to get them up to speed in corporate policy and practices, as well as the field of construction environmental compliance. I also fill the contractually required roles of Site Safety and Health Officer, Waste Manager, Certified Professional in Erosion and Sediment Control, and Environmental Manager for the projects.

Prepared project environmental requirements for startup, ensured project compliance with all permits, as well as with the client's contract, trained personnel on environmental matters, conducted project walks at three sites several times per week to check compliance, coordinated hazardous materials and hazardous waste storage, use, and disposal, and met with client representatives to address ongoing issues as the project progressed. I also spent several months working with internal and outside counsel on legal matters. I worked to close down the job's facility in Kenmore, ensuring that all regulated wastes were removed properly and in a timely manner to facilitate our departure.

As the district environmental manager for Kiewit's Bridge & Marine district, Robert is responsible for providing environmental oversight on all sole source and joint venture lead projects and fixed facilities under the lead of the Kiewit Bridge and Marine district, the value of which has typically exceeded $1.5 billion in contract value. In addition to managing the district’s environmental compliance programs, Robert also serves as a subject matter expert for the corporate environmental compliance program and large complex multi-million dollar design-build and bid-build projects within the Pacific Northwest. His current duties include training environmental coordinators for all projects within his district, conducting environmental audits of all projects in his district to ensure that each is meeting federal, state, and local compliance requirements, as well as corporate and district requirements, providing critical reviews of project estimates prior to submittal, reviewing permits and other environmental documents to determine compliance requirements, and ensuring that shipping of hazardous materials and wastes are in compliance with applicable laws. Current project locations include Washington, Alaska, Hawaii, and California. He travels frequently to meet with environmental personnel on district projects, offering assistance when opportunities for improvement are observed, and mentors engineering personnel assigned environmental roles to help strengthen Kiewit's environmental culture and develop environmentally conscious leaders of tomorrow. He also reviews vendors with whom projects wish to conduct waste disposal business to ensure that each proposed waste vendor has all pertinent permits, handles wastes correctly, has an acceptable compliance history, and will not expose a project, district, or the company to an unacceptable level of risk.
