It was a joint effort between The East Losa Angeles Community Union (TELACU) a community based organization, the Private Industry Council (PIC), of Los Angeles, and the Los Angeles Unified School District (LAUSD).The program evolved and is now a very successful joint effort between the Adult Division and the District known as The Alternative Education Work Center (AEWC).
