Chief Technologist for Test & Evaluation Navy Major Range and Test Facility Base (MRTFB) Program OfficeThe Office of the Chief of Naval Operations (OPNAV), Director, Navy, Innovation, Technology Requirements and Test and Evaluation (OPNAV N94) has been designated the central focal point for all test capabilities of the MRTFB. Act as the Navy's Test and Evaluation Technology interface with non-Department of the Navy agencies and organizations on all matters relating to the MRTFB Technology requirements, including the Army, Air Force, Test Resource Management Center; the Deputy Assistant Secretary of Defense, Developmental Test and Evaluation; the Director, Operational Test and Evaluation; the other Services; the Defense Information Systems Agency; and the Missile Defense Agency.Working in the Naval Air Systems Command (NAVAIRSYSCOM) Engineering Staff Office is the MRTFB Program Office. As such the MRTFB program is responsible for workingwith each Navy MRTFB activity to ensure the optimum mix of cost, schedule, and performance(workforce and infrastructure) required to support the acquisition programs.

These teams of Highly Qualified Experts (HQE) select specific projects to reform the department’s business operations in ways that deliver near-term efficiencies. We support the Naval Aviation Systems TEAM in the development and fielding of quality aviation vehicles, weapons systems and related products for the Operating Forces. Program Analyst T&E Range Oversight Division Test Resource Management Center OSD AT<he TRMC team is dedicated to ensuring the Components have the right T&E Infrastructure to accomplish the T&E mission. TRMC is congressionally directed to perform oversight of the Major Range and Test Facility Base (MRTFB), our Nation's critical test and evaluation T&E assets. Branch Head of the Communications Branch Atlantic Test Range (ATR)ATR controls fully-instrumented and integrated test ranges that provide full-service support for cradle-to-grave testing. Airspace and surface target areas are used for test and evaluation of aircraft and for warfighter training missions. In addition to radar and optical tracking systems, fixed and mobile assets provide the necessary capabilities for diverse testing and training scenarios.The Telemetry Data Center provides real-time radio-link reception, translation, processing and display of test data using the Real-time Telemetry Processing System. This widely used system provides real-time test information from up to nine separate in-flight aircraft to ground engineering personnel.

Patuxent River Atlantic Test RangeThe Atlantic Test Ranges (ATR) designs, develops, integrates, installs, maintains and operates all test range instrumentation, communications and digital data gathering and handling equipment at NAVAIR Patuxent River. Range instrumentation includes acquisition, surveillance and tracking radar, special purpose electronic combat emitters, videographic and photographic instrumentation, laser tracking systems and optical tracking systems. ATR provides flight test control and range safety functions, provides Mid-Atlantic Area Frequency Coordinator services and coordinates Patuxent River special-use airspace.

The Chesapeake Bay Detachment occupies a 168-acre site near Chesapeake Beach, Maryland, and provides facilities and support services for research in radar, electronic warfare, optical devices, materials, communications, and fire research. Because of its location high above the Chesapeake Bay on the western shore, unique experiments can be performed in conjunction with the Tilghman Island site 16 km across the bay from CBD. Some of these experiments include low clutter and generally low background radar measurements. By using CBD's support vessels, experiments are performed that involve dispensing chaff over water and radar target characterizations of aircraft and ships.Basic research is also conducted in radar antenna properties, testing of radar remote sensing concepts, use of radar to sensor ocean waves, and laser propagation. CBD also hosts facilities of the Navy Technology Center for Safety and Survivability, which conducts fire research on simulated carrier, surface, and submarine platforms.
