In coordination with AF/A4CX leads, provide decision-level analyses on options for presenting Combat Support/Combat Service Support and Air Force forces to Combatant Commanders. Review, analyze, and provide recommendations for policy, guidance, urgent needs requirements, and strategic documentation affecting Civil Engineer peacetime and wartime contingency organizational constructs worldwide. Provide expert analyses, assessments, and recommendations in support of updating Civil Engineer expeditionary training and mission essential tasks (METS), joint requirements and tasks, Operations Plans (OPlans), and projected scenarios to assist in determining effective training requirements and policy and METS. Apply relevant skills to review, analyze, and evaluate program development, status/progress, and performance (i.e., acquisition strategies and documentation, acquisition phases and decision levels, and timing and scope of decision reviews), and make recommendations for tailoring an acquisition approach which best fits program conditions.

Advises the Director, NG-J3/7 on the direction and execution of National Guard resources and activities during Homeland Defense, Homeland Security and Civil Support operations within the 54 States and Territories; planning, coordination, information sharing and integration of National Guard operations in support of the Chief, National Guard Bureau, Department of Defense, Combatant Commanders, federal inter-agency partners. Advocates on all enlisted matters affecting training, effective utilization, health of the force, and enlisted professional development for all airmen and soldiers assigned to the directorate and supports the oversight of the National Guard Bureau’s Coordination Center, Counterdrug program, current and future domestic operations planning, and joint exercises and training, as well as the Chemical, Biological, Radiological, and Nuclear Response Enterprise, cyberspace operations and integration of all aspects of National Guard activities; Continuity of Operations, Continuity of Government and Enduring Constitutional Government programs and the National Guard Bureau Continuity Communications Portfolio.

Provides oversight of the National Guard Coordination Center (NGCC), the primary conduit between NGB and the 54 Joint Force Headquarters (JFHQs) providing a 24-hour data collection and dissemination to NGB senior leadership, all State JOCs / JFHQs, COCOMs, and federal / state agencies. Interfaces with OSD, JCS, DHS, FBI, USNORTHCOM, USPACOM and other agencies to coordinate and implement strategic planning, training, and other actions related to the NGB-J-Staff. Develops and executes NGCC policy for deliberate operations to include support of National Special Security Events (NSSE), State Funerals, and the NGB Continuity of Operations (COOP) program. Assembles and packages critical data to promote Shared Situational Awareness and manages a Common Operational Picture (COP) focused on domestic operations. Leads a joint team that serves as the National Guard's primary point of communication and coordination for requests for assistance, resources, policy, and information on current National Guard Operations within the States and Territories. Maintains visibility of National Guard domestic response capabilities available to Federal, State and local authorities to provide potential support for planned events and domestic incidents. Collaborates with other personnel within the National Guard Bureau, the Army National Guard, and the Air National Guard staffs to decide on, schedule, or coordinate supporting services
