Presidential Appointee To The United States Naval Academy Board Of Visitors
CurrentAppointed to the Naval Academy Board of Visitors by President Joe Biden. The Board of Visitors to the U.S. Naval Academy inquires into the state of morale and discipline, the curriculum, instruction, physical equipment, fiscal affairs, academic methods, and other matters relating to the academy which the Board decides to consider. The Board consists of six members appointed by the President, three appointed by the Vice President, four appointed by the Speaker of the House of Representatives, one designated by the Senate Armed Services Committee and one designated by the House Armed Services Committee. The President of the United States receives an annual written report of the Board’s findings and recommendations.

Served as the 17th, and final, President of Wesley College in Dover, Delaware, before retiring in June 2021. Several important milestones where achieved during this period including; establishing the first Master of Occupational Therapy (MOT) in the region, while also expanding other health care disciplines like Nursing leading to the program being ranked as the top BSN program in the state; becoming the first President at Wesley College to actively engage the State Legislature resulting in millions of dollars allocated to College projects, as well as getting unprecedented Bond Bill language changes to allow for State funding of private institutions; establishing a “culture of compliance” during the COVID-19 Pandemic that was praised by city, state, and federal leaders for ensuring on campus education while maintaining the lowest infection numbers amongst other Colleges/Universities in the state; and ensuring the long-term viability of the Wesley College brand with a historic Acquisition Agreement signed with Delaware State University that will expand the educational opportunities to the region and state that both campuses serve. Unlike many Colleges across the country that have had to close because of the impacts of the COVID-19 Pandemic, Wesley College will continue as part of Delaware State University as the Wesley Collège of Health and Behavioral Sciences.
Joint Service Coordinator For The Pennsylvania State University (Penn State)
Similar to a Department Chair – overseeing fiscal, operational, scheduling, and curricular aspects pertaining to the coordination between all Reserve Officer Training Corps (ROTC) programs (Army, Naval, and Air Force) and Penn State, while holding the academic rank of full professor. This was a unique assignment that allowed the opportunity to serve in a senior leadership role at a major university while transitioning from active duty. Additionally, I was responsible for all aspects of Penn State’s Naval ROTC Program (the largest in the Big Ten and one of the largest in the nation); I was a member of Penn State’s Undergraduate Education Leadership Council; and I guest lectured at Penn State’s Leadership Academy (part of the Schreyer Honors College).

The Commandant of Midshipmen is responsible for the professional development and day-to-day activities of all 4,500 Midshipmen in the Brigade. A position at times held by a Navy Rear Admiral, his title equates to an Executive Vice President (EVP) position at a civilian university. Additionally, the Commandant is the Chairman of The Naval Academy's Board of Control which defines policy and provides oversight for the operation of the Naval Academy Athletic Association.

The Commodore is responsible for the oversight, manning, training, and safe operations of the submarines and crews entrusted to his care. Including the Submarine Squadron staff, this amounted to about 1100 Officers & Enlisted Sailors and eight submarines for Submarine Squadron FOUR. At times the largest fast attack submarine squadron in the Navy, Submarine Squadron FOUR was the Submarine Force’s center of excellence for the operational development of our nation’s newest submarines - the Virginia Class. In addition to deploying world wide in support of Theater and National objectives, Submarine Squadron FOUR submarines consistently lead the Submarine Force in retention and operational excellence.
Deputy Executive Assistant (Dea) & Executive Assistant (Ea)
Requiring a proven track record in executive leadership positions of creativity, strategic vision, and the ability to quickly analyze and solve complex issues, the EA/DEA is the senior military advisor to the number two officer in the Navy. The EA/DEA would routinely chair cross functional groups that would provide insight and recommendations to the VCNO regarding the most politically sensitive and complex issues facing our Navy. Additionally, the EA/DEA would represent the Navy in high level executive meetings for the VCNO in his absence.

Additionally, functioned as the Co-Chair and/or member of several oversight groups that coordinated the Submarine Force’s strategic message, vision, and direction.

The Commanding Officer is singularly responsible for all aspects of training, professional development of a crew of about 135, and safe/secure operations of the submarine and crew he is entrusted to command. Under his command CONNECTICUT completed two operations under the Arctic ice pack (LANTSUBICEX 1-02 and 1-03), as well as the ship’s highly successful inaugural deployment to the North Atlantic. During his tour, CONNECTICUT was awarded consecutive Submarine Squadron FOUR Tactical “T’s” in recognition of tactical and operational excellence in 2001 and 2002, several Retention Honor Roll awards, and back-to-back unit awards recognizing CONNECTICUT’s performance during operations of significant importance to the National Security of the United States while deployed to the North Atlantic and Arctic. Of note, these were the first unit awards presented to a Seawolf Class submarine.
