Manages Project Management Office for $500M IDIQ supporting Defense Threat Reduction Agency (DTRA) training and exercise programs. Responsible for cost control of 5-7 task orders with annual value of approximately $22M. Develops estimates to complete and plans spending. Interprets and communicates cost status information to customer personnel. Advises PM on quality, schedule, and cost tradeoffs and risks. Authors proposal technical approaches and develops BOE and price models.

Manages analysis projects in support of the Defense Threat Reduction Agency (DTRA) Consequence Management Assistance Program (CMAP). I apply a range of analytical techniques to assess partner nation consequence management capability to support capacity building among US allies. I plan discrete analyses, including: assignment of personnel, budgeting, and scheduling. I facilitate collective events and brief customer on analytical process and outcomes. As needed I perform individual analyses and create papers to communicate findings on various events.

Researches, analyzes, and authors solicitation responses, including proposal technical and management approaches, mission capability volumes, proposal resumes and past performances, and sources sought responses for procurement instruments up to $120 million. Developed and manages capture control process for a revenue center.Provides program control for projects of various value and technical scopes, specifically estimates completion requirements, tracks expended purchase, labor, and travel cost, verifies costs are allowable, allocable, and reasonable, and negotiates cost and task realignment with customers ensuring Cubic revenue and profit targets are met.

Managed support to FEMA’s National Level Exercise 2011 (NLE11) Scenario Working Group to coordinate interagency and intergovernmental objectives and scenario requirements to establish a single realistic scenario for all participants including Federal Departments and Agencies, four Federal Regions, Eight States, dozens of local jurisdictions, and several linked exercises and initiatives. Delivered presentations at planning conference plenary sessions and working group meetings to socialize process and update stakeholders on development status.Authored NLE11 Scenario documents, consisting of narrative and 105 annexed documents. Worked closely with new modeling & simulation initiative (SUMMIT) to map simulation capability to objectives resulting in innovative coupling of earthquake and medical surge models. During exercise conduct I managed the 250 person SIMCELL as Operations Section Chief (2 shifts) and Planning Section Chief (2 shifts).Managed Cubic’s support to prime contractor’s task order. Duties included: tracking expenditures and billings to ensure profit targets are met; hiring and termination; and purchasing.

Provided training and exercise support for FEMA’s Top Officials 4 (TOPOFF4) exercise, as deputy of a mixed contractor team. Established exercise planning milestones and work plan to design and execute the Oregon Venue of the TOPOFF 4 exercise with over 15,000 participants, and 200 audience agencies in Oregon alone. Provided briefs and conducted one-on-one meetings with Oregon Venue planners to develop performance objectives, build injects and ground truth to support objectives, and trained planners to enter injects into the NxMSEL tool.Researched, analyzed, and created a series of shadow evacuation ground truth documents using census data, evacuation studies, and road capacity information to emulate the effects of a spontaneous self-evacuation and the effects on support services, traffic, and shelters in Oregon and Washington.During exercise conduct I served as Chief of Control (night) and ran the Venue Control Cell, ensuring Oregon audiences achieved their objectives, and the Oregon Venue was synchronized with other venues in Washington D.C., Phoenix, and Guam.

Authored Regional Emergency Communications Plan for the San Francisco Bay Area to ensure effective domestic emergency communications for any incident occurring in 10 counties in Northern California.Identified and categorized communication requirements for domestic incident response under the National Incident Management System (NIMS) specific to various disciplines, and jurisdictions including, The Federal Government, The State of California, 10 Counties, and over 50 Cities.Moderated and facilitated working groups of various disciplines and jurisdictions to review and approve operational concepts and validate technical data in plan, ultimately gaining consensus and publishing the plan, immediately resulting in several accolades as an innovative useable communications plan from communications stakeholders in California.Managed the Communications Plan budget, identified estimates to complete, verified costs were allowable, allocable, and reasonable, and delivered communications plan on time and under budget.Assigned as task lead for entire project in the middle of execution, including the over schedule and over cost Asset Inventory. Negotiated work requirements with the customer, reallocated resources to complete asset inventory, and satisfied customer requirements

Administered and oversaw the development of the new NxMSEL tool to support the TOPOFF 3 exercise. Ensured MSEL tool was 100% operational for the exercise, including establishment of triply redundant fail-over systems. Provided subject matter expertise on exercise design and development and the use of NxMSEL to support exercise conduct.Authored a concept papers on exercise design and development processes and supporting IT tools upon personal request. Concept papers included doctrinal recommendations on incorporating modeling and simulation into training events.

Modeled weapons, structures, and acceptor systems and incorporated models into software databases for a suite of distributed simulation applications designed to evaluate physics-based weapons effects on structures, including penetration, cratering, blast (gas and shock), structural response, and fragmentation.Researched, analyzed, documented, and modeled Service, Joint, and multi-national weapon and delivery systems. Established Cubic relationships with DoD technical centers of excellence to expand database of modeled weapons systems by receiving up to date schematics and technical information for new and updated weapon systems.Worked with customers to develop scenario structures and acceptor systems to meet simulation requirements including analysis of structural drawings, photographs, satellite images, construction techniques particular to a region, and other intelligence.Provided subject matter expertise on Service, Joint, and multi-national weapons systems employment, and weapon target interaction effects to software developersDeveloped environmental databases to display scenario environment, including terrain, cultural features, structures, and platforms.Met with customers and provided subject matter expertise to developers to ensure customer objectives were implemented in code changes and scenario development.
