Efrus Federal Advisors (EFA) provides government relations and business development consulting services to the public sector sales organizations of small, medium and large federal IT vendors. Areas of emphasis include federal cybersecurity, cloud, data center consolidation, data storage and networking, shared service centers and federal records management issues. Robert Efrus is the Founder and CEO of EFA. He focuses exclusively on helping companies expand their presence in the federal marketplace. Over the course of his 30 year industry career, including his role as Presidential Management Fellow at NASA Headquarters and congressional staff member for a United States Senator, Mr. Efrus has provided outsourced business development and lobbying services to the public sector sales organizations of federal market leaders, including: HP, NetApp, VMware, Adobe, Lookout, Iron Mountain, Carahsoft, A10 Networks, Symantec, SAS, Oracle, BEA Systems, Yahoo!, and Kronos. Mr. Efrus specializes in helping publicly-traded and privately funded technology companies align their offerings and sales operations to the federal marketplace.

VSA is one on the largest and most prestigious lobbying firms in Washington, DC. Mr. Efrus led a successful federal IT lobbying practice and contributed millions of dollars to VSA's bottom line. Federal IT and cybersecurity-related accomplishments while at VSA included:• Developed and successfully executed a legislative strategy to include a software assurance/cybersecurity-related provisions in the National Defense Authorization Act for Fiscal Years 2011, 2012, 2013 and 2014;• Developed and successfully executed a legislative strategy to include a data center provision in the Fiscal Year 2012 National Defense Authorization Act. This provision specifically directed the Department of Defense to come up with a plan for more fully utilizing server virtualization;• Successfully advocating the need to include language related to the implementation of best management practices for energy efficient management of servers in Executive Order 13514 signed by President Obama;• Supported capture of $10 million enterprise software deal at Department of Homeland Security;• Played a major role in the capture of a $130 Million public/private competition contract award managed under OMB Circular A-76 by the Department of Veterans Affairs. Also supported capture of $18 million enterprise software deal at the Department of Veterans Affairs;

Mr. Efrus served as a Senior Vice President at ColumbusNewport, LLC, a venture banking and business consulting firm. In addition to leading the firm’s Federal Marketing Division, Mr. Efrus also provided business development services to CN’s portfolio companies. Key accomplishments included doubling the size of the firm’s government marketing practice, creating new service offerings, and helping clients to capture over $50 million in government contracts.

From 1992-1998, Mr. Efrus was a Vice President at The Jefferson Group, a Washington, D.C.–based business consulting and lobbying company. Mr. Efrus managed the firm’s Information Technology Sector, and assisted clients (e.g. GTE, Tandem, Sequent Computers, PeopleSoft, Informix) in meeting revenue objectives and entering new markets. Concurrent with these responsibilities, Mr. Efrus also led the firm’s overall new business development efforts.

After leaving NASA, Mr. Efrus was a founding employee of the Center for Space and Advanced Technology (CSAT), a government technology-consulting firm. Mr. Efrus managed CSAT’s business development efforts and led client service teams. Accomplishments included helping the University of Houston/University Park and the University of Colorado/Boulder capture multi-million dollar NASA Centers for the Commercial Development of Space grants and securing CSAT contract awards from NASA'a Ames Research Center.

As a Presidential Management Fellow at the National Aeronautics and Space Administration, Mr. Efrus served as a Congressional Liaison Officer in NASA’s Office of Legislative Affairs as well as a Special Assistant in NASA's newly established Office of Commercial Programs. Mr. Efrus also worked on Capitol Hill, where he served as a legislative assistant to United States Senator Paul Trible (R-VA). During his tenure at NASA and in the United States Senate, Mr. Efrus played a significant role in the development of NASA's Commercial Development of Space program and in the House and Senate's passage of the Commercial Space Launch Act of 1984 (Public Law 98-575).
